Description
The Regional Vice President is responsible for overall fiscal accountability, marketing development, personnel and physical plant management of a multi-property residential portfolio. Will also implement policies, procedures and practices that enable each community to meet and exceed the operational performance objectives of Allied Orion and clients. DUTIES AND RESPONSIBILITIES BUDGET & RESOURCE MANAGEMENT  * Develop annual budgets for assigned properties in your portfolio and analyze financial statements, reconcile monthly statements against approved budget and work with Regional Supervisors, Community Managers, Property Accountants, Client/Owner, and others to address and resolve issues in the financial performance of the portfolio. * Ensure the portfolio and individual properties meet the established operational, financial, and business performance goals by inspecting properties, reviewing financial markets, operational reports, and developing and implementing appropriate action plans to achieve goals. * Account for monthly budget variances and implement new strategies when required. Suggest budget adjustments related to objectives and goals. * Review, analyze and interpret market data to identify trends that may impact the performance of the portfolio and work with Regional Managers and others to develop and implement market plans that drive occupancy and revenue growth. * Monitor asset maintenance issues and recommend capital improvements to maintain property market positions. Handle all major purchase approvals. * Monitor for compliance as it applies to any affordable housing programs. * Lead and explain the monthly performance of each Asset in the portfolio assigned.  LEADERSHIP & SUPERVISION * Use effective techniques to screen, hire, orient and train new management personnel with established company guidelines. * Assist in recruiting, interviewing, and training all property staff positions. * Oversee, implement, or participate in on-going staff training, coaching, counseling, and guidance. Develop employees through performance feedback and challenges. Ensure dedication, diligence, conscientiousness, etc. Delegate responsibilities and special projects to managers as necessary. * Monitor and document employee performance properly and take necessary action on a timely basis.  * Enforce corrective behavior promptly rather than allowing poor performance to continue. * Promote employee harmony through support, effective leadership, and positive examples. * Ensure all corporate responsibilities and on-site administrative functions pertaining to personnel are timely (i.e., performance evaluations, transfers, promotions, time sheets, bonuses, etc.) * Verify on-site employees are familiar with company policies, procedures, and industry regulations (i.e., Fair Housing, OSHA, Safety, etc.) * Ensure the use of centralized task and project management systems (Yardi, Smartsheet, SharePoint) to ensure all source files are maintained so that each department is apprised of the activities of the property. PROGRAM / OPERATIONAL RESPONSIBILITIES * Regularly monitor market trends and portfolio competition. * Monitor and manage the portfolio rent rolls to maximize income. * Along with Community Managers, develop and monitor an active renewal program. * Monitor all leasing personnel and activity in portfolio to ensure top performance. * Develop and assist Community Managers with marketing plans. * Pinpoint needs, develop strategies and aid as needed. COMMUNITY OR STAKEHOLDER ENGAGEMENT  * Coordinate property owner's desires with responsible management techniques. * Handle and resolve current/former resident situations through established company guidelines and practices on a timely basis. * Handle and resolve vendor or contractor situations on a timely basis. PHYSICAL DEMANDS/WORK ENVIRONMENT * The employee’s job is intermittently sedentary but requires mobility (i.e. climbing stairs) to tour and inspect properties. * Will use some repetitive motion of hand-wrist in using computer and typewriter. * Must have normal range of vision to complete paperwork and review documentation; hearing and speech to communicate with executives, employees, co-workers, vendors, contractors, agency representatives, etc. on the telephone or in person on a regular basis. * Work involves the normal risks or discomforts associated with an office environment, and those associated with the on-site inspection of buildings, construction sites, etc. The employee may be exposed to hazardous conditions and weather extremes. QUALIFICATIONS, KNOWLEDGE & EXPERIENCE * At least 10 years’ experience in property management to include direct experience in multi – site property management and residential property operations, including all aspects of managing the physical, operational, financial, and customer service performance of a wide variety of asset types under different market conditions for Class A, B, C, Tax Credit, Section 8, Multi State, Rehabilitations, and new construction.  * Bachelor’s degree in business or related field from an accredited college or university preferred.  * Sales and marketing experience to ensure the community has proper on-line presence, google my business, online advertisements and overall online presence is appropriate to achieve leasing requirements.  * Customer Service experience. * Supervisory experience to lead, manage and handle performance management issues proactively. * Ability to read, write, and communicate effectively. * Demonstrate Mathematical and analytical skills. * Ability to make decisions with no oversight. * Ability to adapt to different work environments and change. * Proficient in Microsoft Office (Word, Excel, and PowerPoint) to complete required reports and employment documents.  * Knowledge of Fair Housing Laws, OSHA requirements, EEOC Laws, and Local, City, and State Ordinances. * Knowledge and Understanding of LIHTC (Low Income Housing Tax Credit) Program, Section 8 experience required (preferably a combination of Public Housing, RAD, and Project Based Vouchers.  PREFERRED TRAINING, CERTIFICATIONS, OR MEMBERSHIPS * Certified Apartment Property Supervisor (CAPS) * Certified Apartment Manager (CAM) * Accredited Resident Manager (ARM) * Certified Occupancy Specialist (COS) preferred. * Tax Credit Specialist (TCS) preferred. * Fair Housing and TDHCA training preferred. * Active/participatory apartment association membership preferred.
