REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor/and or Master’s degree, preferably in political science or a related field or equivalent experience.
  • One to two years’ experience as a policy analyst for a health-related organization, or working in a federal agency dealing with health issues.

OTHER DESIRED QUALIFICATIONS

  • Politically sensitive, capable of establishing credibility with federal agency officials and ACEP members.
  • Strong oral and written communication skills.
  • Self-motivated, energetic, strong project management skills.
  • Flexible.
  • Familiarity with health care policy issues.

Responsibilities
  • As directed by the Congressional Affairs Director, Advocacy & Practice Affairs, establish, track, and maintain relationships with federal agency officials, the White House, and other health interest groups; educate them about ACEP policy positions and the practice of emergency medicine; and advocate for inclusion of ACEP policy into federal regulation and policy.
  • Summarize and analyze proposed rules and other administration policies; prepare ACEP’s draft response working with other stakeholders within the College on both the staff and member side, and with ACEP outside consultant(s).
  • Collect and report regulatory information in a timely fashion so that ACEP government affairs strategy and tactics can be developed to influence or modify the development of federal regulatory policy in the direction of ACEP policy.
  • Manage assigned regulatory issue campaigns and work with outside consultants.
  • Maintain the system for tracking regulatory and enforcement issues that affect the practice of emergency medicine and provide regulatory analysis of identified regulations and enforcement activities.
  • Participate and contribute to departmental strategy discussions on regulatory issues and federal advocacy.
  • Identify opportunities for potential ACEP appearances before appropriate federal regulatory leaders, commissions, etc., and other forums, and coordinate any such appearances.
  • Represent ACEP with various regulatory coalitions and identify opportunities for ACEP to establish or lead coalitions on federal regulatory issues of importance to ACEP.
  • Prepare draft statements, testimony, and talking points for distribution to regulators and the media supporting ACEP policy goals.
  • Coordinate articles on regulatory policy matters for ACEP communication vehicles with Communications staff.
  • Provide regulatory reports for the ACEP Board of Directors, Federal Government Affairs Committee, and other committees and task forces of the College.
  • Coordinate the overall functions of ACEP’s coalitions and strategic partnerships.
  • Identify and solicit new potential external partners and maintain partnerships with a high-level understanding of each external partner’s policy priorities and initiatives.
  • Act as ACEP’s main point of contact for external partnerships for questions, comments, and concerns, and maintain an updated database of contacts.
  • Create proposed agendas for external partnership meetings and identify relevant staff and emergency physicians for inclusion in the meetings to represent ACEP and attend and participate in the meetings.
  • Assist with American Medical Association (AMA) House of Delegates (HOD) Section Council duties, including preparing ACEP members and helping coordinate for bi-annual AMA HOD meetings.
  • Perform other duties as assigned by supervisor.
