COMPENSATION: $35 - $70 PER HOUR, COMMENSURATE WITH EXPERIENCE. FULL OR PART-TIME WITH FULL-TIME STARTING AT 100 HOURS PER MONTH AND INCLUDES PAID MEDICAL, DENTAL, AND VISION, PLUS MATCHING 401K. MILEAGE WILL BE REIMBURSED FOR ALL WORK-RELATED TRAVEL.

About Us: Specializing in I/DD Services in Oregon, we are expanding our services to include Mental Health as well as Adults and Physically Disabled. Led by an owner with over 25 years of experience in the I/DD field, Inclusive Compliance Consultants, LLC. strives to assist every client in maintaining successful placements, in large part through supporting a compliant licensing or regulatory process. We partner with providers, agencies, and organizations to navigate the complex regulatory environment of Oregon’s developmental disabilities, mental health, and aging & people with disabilities services, ensuring compliance and promoting quality care.

JOB SUMMARY:

We are seeking an experienced and highly knowledgeable Compliance Consultant to provide expert guidance and support to organizations operating primarily within Oregon’s developmental disabilities (DD), service systems within Oregon’s mental health, and aging & people with disabilities (APD) service systems. This role will leverage a deep understanding of Oregon Administrative Rules (OARs), state and federal regulations, and best practices to assist clients in achieving and maintaining compliance, preparing for licensing reviews, developing robust quality assurance programs, and responding to regulatory actions.

QUALIFICATIONS:

  • Experience:
  • Minimum of 2 years of direct experience working with Oregon’s DD, Mental Health, or APD regulatory and licensing frameworks.
  • Demonstrated experience with state licensing/oversight processes, i.e. - state licensing work, compliance officer or quality assurance duties within a licensed agency, or other field consultant in this specific area.
  • Strong familiarity with Oregon Administrative Rules (OARs) relevant to these service areas is essential.
  • Knowledge, Skills, and Abilities:
  • Comprehensive knowledge of Oregon’s human services systems, including funding streams (Medicaid), service definitions, and provider types.
  • Exceptional analytical and problem-solving skills, with the ability to interpret complex regulations and apply them to diverse operational settings.
  • Excellent written and verbal communication skills, including the ability to write clear, concise reports and deliver engaging presentations.
  • Strong interpersonal skills, with the ability to build rapport and work effectively with a wide range of clients.
  • Highly organized, detail-oriented, and capable of managing multiple projects simultaneously.
  • Proficiency in standard office software (Microsoft Office Suite, particularly Word, and Excel, and Google docs).
  • Ability to travel locally or statewide as needed.
  • Proven ability to work independently and manage a consulting caseload.

PREFERRED QUALIFICATIONS:

  • Experience with specific state databases or reporting systems.
  • Prior experience as a state licensing or compliance specialist for OHA/DHS (ODDS, AMH, APD).
  • Professional certifications relevant to healthcare compliance or quality assurance.

Responsibilities
  • Regulatory Interpretation & Guidance:
  • Serve as a subject matter expert on Oregon Administrative Rules (OARs) pertaining to DD, Mental Health, and APD services (e.g., OARs for foster homes, group homes, residential treatment homes, residential treatment facilities, etc.).
  • Interpret complex regulations and provide clear, actionable guidance to clients on compliance requirements.
  • Stay current with all relevant legislative changes, rule updates, and policy interpretations from the Oregon Health Authority (OHA) and Department of Human Services (DHS) divisions (ODDS, and APD)
  • Compliance Audits & Assessments:
  • Conduct comprehensive informal licensing surveys and compliance assessments of client operations, policies, and procedures against state and federal regulations and consider best practices.
  • Identify areas of non-compliance, potential risks, and opportunities for improvement.
  • Develop detailed reports and documentation of activities with findings for corrective action, monitoring, and follow-up.
  • Work with the Quality Assurance and Improvement Team to implement corrections and best practices.
  • Policy & Procedure Development:
  • Assist clients in developing, reviewing, and revising agency policies, procedures, and forms to ensure alignment with OARs and best practices.
  • Support the creation of effective quality assurance and improvement plans.
  • Licensing & Certification Support:
  • When indicated by the client, be in person for all licensing, compliance, or regulatory reviews and assist the clients with finding information or answering questions posed by the review team.
  • Guide clients through initial licensing applications, renewal processes, and endorsement/certification procedures for various service types (e.g., Adult Foster Homes, Group Homes, Residential Treatment Homes, Residential Treatment Facilities, etc.).
  • Prepare clients for state licensing reviews, including staff training, informal interviews, and pre-licensing quality assurance reviews.
  • Assist with development and submission of Plans of Improvement (POIs) and corrective action plans following state inspections.
  • Training & Education:
  • Develop and deliver customized training programs for client staff and leadership on regulatory compliance, OARs, incident reporting, documentation, and quality assurance.
  • Provide technical assistance and ongoing consultation.
  • Client Relationship Management:
  • Build and maintain strong, collaborative relationships with clients, understanding their unique needs and challenges.
  • Effectively communicate complex information to diverse audiences, including direct care staff, administrators, and executive leadership.
