Minimum Requirements:

  • Must be proficient in Microsoft Office Suite (Microsoft Word, Excel and PowerPoint).
  • Must be available to travel with little to no notice, when required.

Preferred:

Responsibilities

THE WORK YOU WILL DO:

This is a Selected Exempt Service (SES) position assigned to the Bureau of Licensing. The Regulatory Supervisor / Consultant – SES position oversees the functions and regulatory activities of the District Office processing team for the review of applications and the issuance of licenses, permits, and registrations for the sale of alcoholic beverages and tobacco. This supervisory position works independently performing professional work involving eligibility determinations for the issuance of alcoholic beverage, cigarette, and tobacco licenses, permits, and registrations. The position works in conjunction with the Regional Licensing Manager, the Assistant Chief of Licensing and the Chief of Licensing within the Bureau. The duties of this position include (but are not limited to):

  • Reviewing applications for licenses, permits, and registrations to ensure the applicants, premises, and locations are qualified for licensure.
  • Corresponding and communicating with applicants regarding omissions or deficiencies in license applications.
  • Processing routine and complex applications based upon department policy, Florida Administrative Code, or Florida Statutes.
  • Independently evaluating qualifications and requirements to determine eligibility for licensure.
  • Independently determining approval or denial of applications submitted for completeness, accuracy, and compliance.
  • Updating all necessary systems, logs, and other applicable data systems consistently and accurately.
  • Providing excellent service, accurate information, and specific guidance to internal and external customers regarding licensure functions.
  • Preparing reports and other documentation to provide information to the division, department, licensees, and the public.
  • Processing fee payments to ensure all monies received are deposited in the correct bank account accurately and timely, per established agency receipting procedures.
  • Accurately responding to internal and external inquiries concerning licensure requirements as well as other pertinent information regarding laws, rules, policies, and procedures.
  • Performing all required tasks related to the supervision of employees, including approval of attendance and leave, evaluating employee performance (preparing performance plans, performance evaluations, and position descriptions, etc.), recruitment and selection, employee development, and other supervisory related duties. Plans workflow and objectives and will establish deadlines for work performance of staff. Provides appropriate motivation to employees and meets with staff regularly.
  • Supervising a work group of licensing staff to ensure that application processing is conducted according to the bureau and division established policies and procedures, and within the allotted timeframes for each step in the process, for the issuance of alcoholic beverage, cigarette, and tobacco licenses, permits, and registrations.
  • Performing review audits of applications for licensure processed by staff, to ensure accuracy and completion of information, consistency with the established agency licensing procedures, receipt of fee payments, recording of information into the licensing databases, and process completion by each employee.
  • Augmenting licensing staff functions by processing applications received in the office, both by performing specific actions within the processing procedures and by processing the applications through to final status of approval or disapproval.
  • Coordinating with regional managers and other licensing district office supervisors to ensure consistency, efficiency, and effectiveness of statewide licensing operations. Coordinates with the Bureaus of Auditing and Enforcement district office managers to ensure cohesiveness among the division’s bureau functions.
  • Providing accurate information and direction to internal and external customers regarding licensure functions.
