                                                           Job Description: Rehabilitation Services Program Manager   Our Vision: We develop the skill sets of marginalized people – giving them purpose, autonomy, and hope through vocational services – leaving the world better than we found it.     Job Title:                     Rehabilitation Services Program Manager Reports to:                  Executive Director FSLA:                          Exempt Date Reviewed:            March 2026       Job Summary The Program Manager of Vocational Rehabilitation Services is responsible for the day-to-day management, coordination, and performance of all Alabama Department of Rehabilitation Services (ADRS)-funded services, including Transition Services, Employment Services, and Supported Employment. This role ensures services are delivered consistently, compliantly, and with strong employment outcomes, while directly supporting program staff. The Program Manager focuses on execution, staff accountability, referral relationships, and outcomes, ensuring all services align with ADRS expectations and Commission on Accreditation of Rehabilitative Facilities (CARF) standards.   Job Responsibilities & Performance Standards   A. Oversight of ADRS Services (Operations & Quality) 1. Oversee daily operations of all ADRS service lines, including: * Transition Services (in coordination with Transition Manager) * Employment Services * Supported Employment * Vocational Services Coordinator 2. Ensure services are delivered in alignment with ADRS authorizations, timelines, and expectations. 3. Monitor service quality to ensure participants receive appropriate, timely, and outcome-driven services. 4. Ensure consistency in service delivery across staff and service lines. 5. Identify and address service gaps, delays, or barriers impacting participant progress.   B. Staff Supervision & Team Structure 1. Provide direct supervision to: * Transition Manager * Lead Employment Specialist * Employment Specialists / Job Coaches / Transition Specialists * Vocational Services Coordinator 2. Establish clear expectations for performance, documentation, and outcomes. 3. Conduct regular team meetings and case reviews to ensure alignment and problem-solving. 4. Support the onboarding and training of staff in ADRS processes, documentation, and best practices. 5. Reinforce accountability for: * Timely service delivery * Quality documentation * Successful employment outcomes       C. Employment Services & Outcomes (with Lead Employment Specialist) 1. Oversee employment service delivery through the Lead Employment Specialist. 2. Ensure participants are progressing toward competitive, integrated employment. 3. Monitor job development, placement, and retention efforts. 4. Review caseloads to ensure appropriate pacing, activity, and follow-up. 5. Support strategies to improve: * Job placement rates * Retention outcomes * Employer engagement   D. Transition Services Coordination (with Transition Manager) 1. Provide oversight and support to the Transition Manager to ensure: * Timely delivery of Pre-ETS and transition services * Alignment with school partners and ADRS counselors 2. Ensure transition participants are effectively moving into employment services when appropriate.   E. Referral Source Relationships (ADRS Focus) 1. Maintain strong working relationships with ADRS counselors and supervisors. 2. Conduct regular communication and check-ins with referral sources to: * Review participant progress * Address concerns proactively * Strengthen partnership trust 3. Ensure staff are maintaining consistent and professional communication with counselors. 4. Respond promptly to ADRS requests, concerns, or service needs.   F. Compliance & Documentation 1. Ensure all services meet: * ADRS requirements * CARF standards * Organizational policies 2. Oversee completion and quality of: * ICRPs, IEPs, VEPs (as applicable) * Case notes and service documentation * Authorizations and billing alignment 3. Ensure documentation is: * Accurate * Timely * Audit-ready 4. Prepare for audits, file reviews, and monitoring visits.   G. Data Tracking & Outcomes Reporting 1. Monitor key performance indicators. 2. Ensure accurate data entry and maintenance of the consumer database. 3. Provide regular internal reports on program performance. 4. Identify trends and implement improvements based on data.       Qualifications: ·   Bachelor’s degree in Rehabilitation Counseling, Vocational Development, or related field required; Master’s degree preferred. ·   Experience in the rehabilitation field with a proven track record in job development and staff supervision required. ·   Strong understanding of CARF accreditation practices and state regulatory requirements preferred. ·   Exceptional communication, organizational, and interpersonal skills required. ·   Demonstrated experience in data management and outcomes reporting required. ·   Proficiency in computer applications, including databases, spreadsheets, and reporting tools required. ·   Valid driver’s license and a driving record acceptable to the organization’s insurance provider required.   Typical Physical Demands: Work may require sitting for long periods of time; also standing, stooping, bending and reaching required.  May require lifting up to 30 pounds.  Requires manual dexterity sufficient to operate a computer, calculator, telephone, copies and other office equipment as necessary.  Requires normal range of hearing and vision.  Requires periodic driving and a driving record that is acceptable to Workshops’ insurance carrier.  Requires ability to work under stressful conditions and to occasionally work irregular hours.   Typical Working Conditions: Work is performed in an office environment, community sites, and with various stakeholders, including staff, consumers, and external partners. While most work is conducted during standard hours, some responsibilities may involve early mornings, evenings, or weekends.
