SUMMARY:

The Repatriation Benefits Services Manager will ensure program participants, and their families have access to essential benefits and services, including housing, financial, medical care, legal, and psychological support, while advocating for their well-being upon returning to the United States.

EDUCATION

  • Bachelor’s degree or 8-10 years’ experience may be substituted for degree requirement.
  • US Citizen and reside in the US
  • Eligible for a Secret Clearance

PHYSICAL REQUIREMENTS:

  • Able to work an alternative schedule to ensure 24/7/365 operations.
  • Able to travel worldwide, as needed.
  • Office computers and equipment, telephones, radios, Microsoft Office suite of tools, Web Based Applications, electronic spreadsheets and database analysis, outputs, and reporting, virtual data sharing platforms (e.g., SharePoint, Teams, etc.) and other forms of remote work-sharing tools.
  • Must be able to sit, stand, and work at a computer for long periods of time. Ability up to lift 25lbs on occasion, stretching, climbing stairs, and walking

Responsibilities
  • Demonstrated experience working with vulnerable populations, victims of trauma, or individuals in crisis.
  • Manages all benefit-related aspects with special focus on health insurance: timely enrollment, claims support, coverage continuity.
  • Coordinates directly with insurers and providers; assists with claims and reimbursement issues.
  • Facilitates mental health care access, in line with the emphasis of DoS and NDAA.
  • Supports case workers with benefit-related assessments and provider referrals.
  • Maintains a robust provider network and ensures service availability.
  • Educates returnees and families on benefit use, rights, and processes.
  • Tracks benefit usage for reporting; monitors risks and benefit delivery gaps.
  • Manage a caseload of complex, sensitive cases; act as a liaison for returnees and families.
  • Coordinate health insurance enrollment and ensure coverage continuity (including co-pays and emergency care).
  • Facilitate access to benefits: medical and mental health services, financial aid, legal aid, family support.
  • Maintain a provider network across medical, legal, and social services.
  • Educate returnees about their benefits and assist with claims and provider navigation.
  • Ensure actions are compliant with U.S. laws, DoS policies, and privacy standards.
  • Provide immediate support during short notice or urgent benefit-related situations.
  • Maintains case records and generates detailed reports for leadership.
