QUALIFICATIONS:

Minimum - Firm understanding of Adult Learning principles and theory. Knowledge of the principles to effectively design and deliver e-Learning, Online Training (OLT), and Instructor Led Training (ILT). 2 years’ experience working within the Microsoft Office Suite (Word, Excel, PowerPoint, etc.). Ability to analyze and transform raw data into effective adult training materials. Ability to interact and collaborate effectively with others to maintain working relationships.
Preferred - Preference will be given to someone with experience and knowledge in using Articulate Global 360 software, the ability to independently conduct research and compile data for training content development, as well as the understanding and application of relevant policies and procedures.

Responsibilities

This position works in conjunction with the Government Operations Consultant II on administrative training and policy and procedures reviews and updates. The incumbent reports to the Training and Development Manager I for Strategic Process Management (SPM) and works to assist the division in achieving its primary aim of effective management and accountability of agency financial, physical, and human resources. Specific duties include:

Develops new trainings, enhances, updates, and coordinates improvements to existing training.

  • Supporting and monitoring in the Learning Management System (LMS)
  • Develops and reviews training plan (Storyboarding) for developing and updating training content.
  • Create interactive, engaging and informative content that caters to diverse learning styles and formats, such as

workshops, e-learning, and simulations.

  • Designing, developing and delivering training programs using various instructional techniques and formats.
  • Incorporates feedback content changes to trainings.
  • Adds interactivity to confirm knowledge transfer and quality of information delivery.
  • Collaborate with subject-matter experts (SMEs) for the development of new training.
  • Monitors and communicate progress on all training development projects.
  • Ensures reliable and correct information
  • Adds interactivity to confirm knowledge transfer and quality of information delivery.
  • Converts trainings and adds narration.
  • Evaluate the effectiveness of training programs through feedback and assessment tools.
  • Supporting and monitoring in the Learning Management System (LMS).
  • Maintain up-to-date knowledge of industry trends and best practices in training and development
  • Ensure compliance with all department training requirements
  • Other improvements as desired.

Assist the bureaus with their policy revision and development by:

  • Articulating problems and identifying related process(es)
  • Assessing and reporting probable cause(s) to the Training and Development Manager.
  • Assisting Training and Development Manager in facilitating approved improvements. Activities may include, but are not limited to, preparing process maps, writing bulletins, memorandums, internal operating procedures, and policy revisions.
  • Assist Training and Development Manager incorporating training development and updates to policy.

Special Assignments or Project role as required:

  • Coordinates and works with SMEs, systems support staff, graphic designers, editor and grammar specialist, statewide training unit, outside vendors, and other technical training-related staff on development,

updates, and enhancements to new or existing trainings.

  • Creates desk procedures
  • Develops and implements communications plan
  • Advises management about training progress and suggested improvements
