This position is located in the Regulations Unit within the Office of Legal Affairs. The Office of Legal Affairs provides legal guidance, representation, and services designed to support the organization with decision-making and mitigation of legal risk. The Regulations Unit coordinates all rulemaking activities across the organization, and provides legal, administrative, and logistical services to support regulations from inception to adoption.

Under general supervision of the Staff Services Manager I over the Regulations Unit, and working in coordination with Assistant Chief Counsel and the Chief Counsel, the Research Data Analyst II (Regulations Economist) functions as a subject matter expert in the areas of economic and fiscal analysis and development of regulations. The Regulations Economist is responsible for conducting in-depth technical analyses and research and assisting in the coordinating of sensitive and complex staff work relating to legislation, rulemaking, and policy.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense. Beginning on July 1, 2025, all employees are expected to work in the office at least four days per week.
