Description

The Department of State Hospitals (DSH) is recruiting for a Research Data Manager position, to provide data leadership over the Data Governance and Research Branch within the Research, Evaluation and Data Insights (REDI) Division. The Research Data Manager serves a critical role within REDI Division leadership team in implementing a data strategy to support governed, consistent, and high-quality data and analytics. We are seeking an experienced data leader to join our enthusiastic, fast paced, and innovative division and to help shape the future of enterprise data governance across the organization, fostering collaboration, transparency, and stewardship.
Under administrative direction of the Assistant Chief Data Officer, Assistant Deputy Director of the Research, Evaluation and Data Insights (REDI) Division, the incumbent serves as the Research Data Officer for the Research, overseeing the Data Governance and Research Branch. The incumbent provides a high level of assistance and expertise to the Department Director, Chief Deputy Directors, and DSH Divisions concerning highly complex and sensitive issues regarding patient, programmatic and treatment data. Areas of oversight include DSH’s Data Governance Program, strategic initiatives, encompassing strategic planning and equity data insights, and operations and specialized research. The Research Data Officer serves as chair to the Data Governance Advisory Council, while providing oversight and guidance to the larger data governance initiatives spanning data quality and utilization, data literacy, privacy and data de-identification guidelines (DDG) compliance, and data acquisition. Strategic initiatives span all aspects of strategic planning for an integrated behavioral health system management, monitoring external data standards and leading data collection and reporting transformation across system equity data. Operations and specialized research focus on clinical and non-clinical operations with state hospitals to develop data driven and informed evaluations and recommendations. Incumbent must liaison with all levels of Sacramento, hospital and program staff concerning matters impacting or involving data management and analytics. Incumbent functions as a departmental lead data expert.

Working Conditions

  • DSH-Sacramento is located at an 11 floor high rise building.
  • This position reports to the Allenby Building in Sacramento. A hybrid Telework schedule, consistent with the State of California’s in-office requirement, may be considered with prior approval from management. The incumbent may also be required to travel throughout California as needed, with prior notice. If telework is approved, incumbent is expected to provide in-office coverage on a rotational basis, and attend a variety of face-to-face meetings, and/or travel throughout California as needed, with prior notice.
  • Minimal travel (5%) may be required. This position will require a background check via Cal DOJ Live Scan to fulfill the responsibilities of the job. Use of technology, including but not limited to Microsoft Office, Microsoft Teams, WebEx, Zoom and other virtual platforms is required.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
