The Research Data Specialist II (RDS II) will lead, organize, and conduct more complex economic studies involving the assessment of the cost, the market supply and demand, the appropriate utilization, and emerging trends in the investment products for state and local government investors. Based upon findings, they will prepare statistical summaries and analyses for use in policy papers, issue papers, reports, and in guidelines for state and local government agencies. The RDS II will write instructive articles, reports and other documents on debt-related topics for publication for use in seminar development, engage as a subject matter expert with management and executive staff and with municipal finance professionals from the public and private sectors, including members of the Commission’s Technical Advisory Committee, to review interim work products and to negotiate conflicting viewpoints to ensure all aspects of a topic have been fully and appropriately developed.
