About this Role:
The Capitated Rates Development Division is responsible for the development of managed care capitation rates for more than 10 million Medi-Cal beneficiaries in all of California’s 58 counties. Under the general direction of the Staff Services Manager III, the Research Data Specialist III (RDS III) provides technical consultation on the design and interpretation of research and evaluation studies, process improvement initiatives, and data integration, and designs and directs major, highly complex research projects or activities that may impact multiple divisions. The RDS III is required to have expertise of statistical software (e.g. SAS), and to exercise a high degree of initiative, act independently and develop creative solutions to problems. The incumbent independently plans, organizes, and conducts highly complicated studies, requiring in-depth knowledge, pertaining to the Medi-Cal Managed Care program, and provides expert consultative services to senior and executive management on the feasibility, impact, or potential of proposed initiatives, policy changes, or programmatic changes. The incumbent also assists external actuaries and the Fiscal Forecasting Division (FFD) to collect and perform complex analysis of encounter, eligibility, demographic, and other data required for capitation rate development. The incumbent also assists with duties including but not limited to: capitation payment support, financial audits, risk corridors, and providing support to State Directed Payment and Withhold and Incentive Programs.
