About the role Techno is seeking to provide a qualified Resident Engineer to support the management and oversight of design and construction activities for environmental and infrastructure projects within a railroad operating environment. The proposed Resident Engineer will act as the on-site representative, ensuring projects are executed in accordance with LIRR procedures, regulatory requirements, and industry best practices. What you'll do Manage the design, construction, and delivery of assigned projects in accordance with LIRR procedures and guidelines. Evaluate and recommend sequencing of construction activities and means and methods appropriate for railroad environments. Validate and monitor Force Account and third-party contractor invoices in accordance with project progress. Oversee construction activities to ensure work plans and look-ahead schedules align with available track outages and foul time. Perform field inspections and daily monitoring to ensure compliance with Contract Documents, LIRR-approved work plans, safety, and quality requirements. Prepare initial and updated baseline documents, technical scopes of work, and regulatory correspondence, as required. Schedule, lead, and document progress meetings with contractors, designers, and regulatory agencies. Review design and shop drawings and coordinate reviews with LIRR Engineering, Corporate Safety, and other internal stakeholders. Identify and navigate project challenges, coordinating with the Project Manager to resolve unforeseen field conditions. Review engineer cost estimates and contractor proposals and participate in change order negotiations. Qualifications Bachelor’s degree in engineering, geology, or environmental science. Substantial experience managing environmental investigation and remediation projects, including soil remediation, air monitoring, waste handling, well installation, UST removals, and remediation systems. Demonstrated experience working in a railroad environment with knowledge of railroad engineering specifications and standards. Experience coordinating and communicating with regulatory agencies, including USEPA, NYSDEC, and NYSDOH. Proven ability to prepare technical scopes of work for environmental and construction projects. Experience developing and managing project budgets and schedules. Strong coordination, communication, and negotiation skills. Knowledge of OSHA standards and safety management on construction and remediation sites. Required certifications: Roadway Worker Protection, OSHA 10-Hour Construction Safety, and OSHA 40-Hour HAZWOPER with current 8-hour refresher (maintained throughout contract term). The total compensation, including salary and bonuses, is determined by various factors such as experience, skill level, location, and qualifications, which are evaluated during the interview process
