Description

Programs Supervisor: The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County’s need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare. HOC’s Resident Services Department strives to enhance the lives of HOC customers by coordinating and implementing a vast array of high-quality programs, services, and resources. Through collaborative partnerships with Montgomery County, the federal government, and various community-based organizations, Resident Services is able to offer comprehensive service coordination, impactful resident programs, and robust supportive housing services to individuals and families who reside in HOC owned-managed properties or receive HOC housing subsidies, as well as applicants on HOC’s waitlist. Reporting to the Vice President of Resident Services, the Programs Supervisor will serve as a valuable contributor to the Resident Services team by providing oversight, direction and supervision for a team of staff responsible for implementing successful programs, events, and other special initiatives. Note: This is a hybrid position. Employees are eligible to work remotely two days a week once the 6-month probation period has been successfully completed. Essential Job Duties include, but are not limited to the following: Team Leadership & Staff Development * Provide overall leadership, management and strategic direction to staff within the Programs team; oversee the day-to-day operations of the unit; * Develop program guidelines, procedures, and policies for staff; * Coach and mentor team members to grow their skills; * Ensure employees receive ongoing training; and * Represent HOC at meetings, events and partner engagements. Programs Oversight * Oversee and administer key programs such as HOC Academy and the Fatherhood Initiative Program (contingent upon program specific funding). * Develop and maintain collaborative relationships with community partners and providers to support programs and services benefiting HOC residents and customers; * Direct and oversee Resident Services staff teams in the implementation of program offerings; * Assess achievement of key program outcomes and continually enhance programs to meet desired metrics, including goals for student performance, retention, and satisfaction; * Facilitate programs and offerings through HOC Works vendors; and * Engage with external partners to establish Service Agreements and manage other contractual matters. Performance Management and Budgeting * Develop, monitor, and report key performance metrics and program outcomes to assess the value and impact of services delivered; * Oversee data collection, analysis, and processes for continuous improvements; * Ensure programs meet grant standards where applicable; and * Manage the affiliated operating budgets for all programs and services. Minimum Qualifications Experience: * At least ten (10) years’ of substantial and demonstrable experience in the field of Social Work, Social Services, Human Services, or a related field. * At least five (5) years in a supervisory or leadership role. Education: * Bachelor’s degree in Social Work, Human Services, Psychology, Sociology or a related field required. * An equivalent combination of education and experience may be accepted. Knowledge, Skills and Abilities: * Excellent interpersonal skills, cultural humility, and the ability to engage sensitively and constructively with department and agency leadership. * * Effective written communication skills including experience with preparing reports, briefings, and other written content. * Ability to work independently, meet deadlines and exercise good judgment. * Knowledge of program development, implementation and evaluation. * Exceptional leadership skills with the ability to coach and guide staff. * Exceptional oral communication skills including comfort with speaking publicly in a variety of settings and ability to articulate complex ideas clearly and persuasively. * Considerable knowledge of Social Work/Social Service practices and programs. * Knowledge of subsidized housing programs. * Advanced knowledge of Microsoft Excel, Word, and PowerPoint. * Grade 25 - Min: $74,529 / Mid: $99,345 / Max: $124,160 | Salary determined by departmental budget - Offer commensurate with experience.
