2 Position Vacancies Work Shift: 8:30am - 4:30pm This is an AFSCME 3835 Bargaining Unit position Job Summary Reporting directly to a Manager of Residential Valuations, the Residential Senior Analyst III is responsible for reviewing, analyzing and processing appeals, re-reviews and Certificates of Error related to the valuation of residential properties in Cook County. The Residential Senior Analyst III will also review data and images of residential properties to ensure the validity of sale and characteristics data maintained and used by the Cook County Assessor’s Office (CCAO). The Residential Senior Analyst II works with other departments to analyze transaction models and also ensures that properties are assessed in a fair and uniform manner and serves as a resource to CCAO staff, as needed. The Residential Senior Analyst III is responsible for performing assigned duties in a uniform and timely manner to meet the assessment deadlines of the CCAO. Essential Job Duties Reviews transactions and characteristics data of properties with internal and external data sources to either verify accuracy of the data or recommend changes to the data or its use. Reviews, analyzes and processes appeals, re-reviews and applications for Certificates of Error, including liaising with other analysts on complex Certificates of Error (such as those that involve Legal Department and non-Valuation issues), pertaining to the valuation of residential properties filed by or on behalf of property owners. Enters questionnaire data and field data into CCAO’s automated systems to generate a value for each Property Index Number (PIN). Uses CCAO systems and databases, mass appraisal systems, the internet, and other techniques to make assessment decisions. Conducts research and compiles data with other CCAO departments. Makes complex analytical decisions and ensures that residential property in Cook County is fairly and uniformly assessed, applying appropriate rules, regulations, policies and other guidelines. Conducts desk reviews and first pass tasks, as assigned. Serves as a resource to CCAO employees with questions. Works on complex appeals with minimal supervision. Analyzes and values permits for additions, renovations, and demolition. Performs other duties and assignments, as required, to achieve the overall goals of the Valuations department. Meets assignment deadlines and utilizes good time management in performing job assignments. Provides excellent customer service to all CCAO customers. Learns and implements new technology in a timely manner. Works extended hours and overtime as needed. The duties listed are not set forth for purposes of limiting the assignment of work. Minimum Qualifications Associate’s degree or higher from an accredited college or university; AND Two (2) years of full-time work experience in property inspections, property taxation, property assessment, real estate valuation, or related field. OR Current CCAO employee; AND High school diploma or GED Certificate; AND Three (3) years of full-time work experience conducting property inspections, property taxation, property assessment, or real estate valuation. Preferred Qualifications Bachelor’s degree in finance, real estate, business administration, data analytics, mathematics or related field. Proficient in Microsoft Excel One (1) year of full-time work experience appraising real estate as a Certified General Real Estate Appraiser, Certified Residential Real Estate Appraiser, or Associate Real Estate Trainee Appraiser. Four (4) years of full-time work experience in property inspections, property taxation, property assessment, or real estate valuation. Knowledge, Skills, and Abilities Knowledge of CCAO operations, function, activities and the property tax system, or the ability to quickly gain such knowledge. Knowledge of CCAO’s procedures, policies, guidelines and other applicable rules and regulations related to valuation of real property, or the ability to quickly gain such knowledge. Knowledge of assessment valuation standards, practices and techniques, and the three approaches to assessing value. Ability to meet CCAO and departmental deadlines, production goals and effectively utilize time with limited supervision. Knowledge of materials, software, equipment, and procedures utilized by CCAO, or the ability to quickly gain such knowledge. Ability to adjust to new techniques and procedures. Ability to meet CCAO and departmental deadlines, production goals, and effectively utilize time with very limited oversight. Ability to converse knowledgeably and communicate effectively, both orally and in writing. Ability to work with others; excellent interpersonal skills in dealing with co-workers. Ability to make analytical decisions in a timely manner. Ability to coordinate and carry out instructions. Must be computer literate, with skill and efficiency in entering, retrieving, and changing data, and have the ability to work with the internet, CCAO systems and databases, IAS World, GIS, interactive mapping, Microsoft Word and Excel. Ability to use internet tools like NearMap to measure property characteristics, or ability to obtain such knowledge. Physical Requirements Visual acuity to review and edit written and electronic communications for long periods of time. Repetitive use of hands to handle and/or operate standard office equipment. Regular use of a telephone to communicate. Occasionally required to lift and carry up to fifteen (15) pounds of documents.
