Why does the job exist?
This position exists to ensure the safe management of hazardous waste in New Mexico by assessing permitting and waste management practices, including Corrective Action at contaminated sites. It provides critical oversight of soil and groundwater investigations, evaluates technical data, and reviews site investigations and remediation documents for accuracy and compliance. The role also involves preparing permits, public notices, and other regulatory documents, as well as enforcing Resource Conservation and Recovery Act (RCRA), State, and Environmental Protection Agency (EPA) regulations to protect human health and the environment. Classified by the State of New Mexico as an Environmental Scientist, this position applies expertise in the natural sciences to identify environmental hazards and implement effective solutions. By addressing contamination issues and ensuring regulatory compliance, the role supports the state’s mission to safeguard environmental quality and reduce risks to communities and ecosystems.

How does it get done?

  • Evaluate technical plans and reports for soil and groundwater investigations and remediation
  • Review permit applications, draft permits, and serve as point of contact for regulated facilities
  • Research and attend trainings to stay updated on Resource Conservation and Recovery Act (RCRA) regulations
  • Participate in public meetings to convey the New Mexico Environment Department’s (NMED’s) position and address stakeholder concerns
  • Conduct occasional site visits for regulatory oversight and provide guidance by assisting Hazardous Waste Bureau and Resource Protection Compliance and Enforcement Bureau Staff with inspection and permitting questions
  • Administrative duties include: project management, organization, reporting time and task tracking in compliance with NMED policies
  • Maintain communication with management at the Division and Bureau levels, facility staff, and stakeholders

Minimum Qualification
Bachelor’s Degree in Physical, Natural, or Environmental Science, Soil Science, or Engineering and two (2) years of work experience in public/environmental health, environmental science, Air Quality Management, Biology, Engineering, Chemistry, Geology, Hazardous Waste Management, Wildlife Management, and/or Water Resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course certification.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, reaching, and lifting to 25 lbs. may be required. May include occasional in-state and out-of-state travel.
