About the job: Based in Oeiras (PRT) you will join the Agency as we embark on a journey to transform our learning services in support of NATO’s Digital Endeavour. You will be part of the NCI Academy and support the team to deliver best in class vocational training on Cyberspace systems and services across the NATO community. We are looking for a driven, experienced and enthusiastic Resource Manager who will take ownership of the following roles and responsibilities, and actively contribute to enhancing our processes and workflows using a data-driven approach: Workforce planning Collects and analyses workforce capability data, conducts gap analyses to identify strengths and shortfalls, supports the development and coordination of workforce plans aligned with business strategy, and maintains an up-to-date skills and capability inventory. Resourcing Supports managers in recruitment and resourcing, using approved tools and processes, providing guidance on resource management systems, and overseeing end-to-end recruitment for all workforce categories. Internal Controls Evaluates and tests internal controls, applies technology-based improvements, maintains documentation, and recommends enhancements to strengthen operational processes. Additional responsibilities: As the Learning Coordination Officer, manages training requirements and purchase requests for NCI Academy staff, while supporting leadership in optimizing the learning budget and enhancing the process, to address learning needs in an optimal way. Ensures delivery of performance management cycle, development and review meetings. Including proposing annual goals, objectives and development plans where required for workforce; maintain and distribute reports on performance management, and prepare statistical data. About you: The valuable knowledge and experience that you bring to this role are: Higher vocational training in a relevant field with 3 years post-related experience, or a secondary educational qualification with 5 years post-related experience. Demonstrable HR generalist background in areas such as HR policy, performance, recruitment and workforce planning. Experience in systematically developing, enhancing and maintaining plans and records related to workforce management. Experience in managing training requirements for staff. Demonstrable ability to take initiative towards stakeholders allowing the incumbent to respond reliably and competently. Excellent inter-personal skills and the ability to be responsive and sensitive to both external and internal customers and staff.
