SUMMARY:

The Returnee Expediter / Operations Manager is a hands-on role responsible for executing life support services for returnees quickly and professionally. This individual ensures seamless logistics and provides accurate reporting in compliance with S.509 – Supporting Americans Wrongfully or Unlawfully Detained Abroad Act of 2023 and the 2024 National Defense Authorization Act.

SKILLS AND QUALIFICATION REQUIREMENTS:

  • Associate’s degree or 3-5 years experience may be substituted for degree requirement
  • US Citizen and reside in the US
  • Eligible for a Secret Clearance
  • Able to work an alternative schedule to ensure 24/7/365 operations.
  • Able to travel worldwide, as needed
  • Able to use office computers and equipment, telephones, radios, Microsoft Office suite of tools, Web Based Applications, electronic spreadsheets and database analysis, outputs, and reporting, virtual data sharing platforms (e.g., SharePoint, Teams, etc.) and other forms of remote work-sharing tools.

PHYSICAL REQUIREMENTS:

  • Must be able to sit, stand, and work at a computer for long periods of time.
  • Ability up to lift 25lbs on occasion, stretching, climbing stairs, and walking

Responsibilities
  • Acts as the on-the-ground executor for complex or time-sensitive returnee cases.
  • Ensures logistical needs are met with urgency and precision.
  • Maintains professionalism and empathy when interacting with returnees and their families.
  • Coordinates with the Project Administrator and PMO leadership for integrated support.
  • Supports congressional and executive branch accountability requirements by documenting and spending thoroughly.
  • May physically accompany returnees to BAMC and interface with PISA program representatives.
  • Plays a key role in tracking and documenting expenditures and services under S.509 and NDAA during and after transition to PISA.
  • Escort and support returnees through travel, lodging, meals, and service setup.
  • Coordinate with PISA program representatives to support PISA intake and ensure returnee readiness for transition into post-isolation care.
  • Coordinate and deliver key needs such as clothing, phones, transportation, appointments, and other wraparound services.
  • Ensure smooth handoffs between returnee arrival, service setup, and PMO reporting.
