POSITION OVERVIEW

Serves as Revenue Management and Federal Reporting Administrator for the Office of Fiscal Services. Subject to administrative approval of the Manager, supervises professional and technical staff responsible for the receipt, deposit and accounting of all receipts and refunds; development and maintenance of accounting procedures and controls in compliance with State legislation and Federal regulations in order to obtain maximum Federal matching funds for the Department’s expenditures.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years college with courses in business, fiscal, or accounting.
  • Requires prior experience equivalent to four (4) years of progressively responsible fiscal or accounting experience in a public or private business organization.

PREFERRED QUALIFICATIONS

  • Five (5) years of professional experience working with an automated accounting system.
  • Five (5) years of professional experience working with state and federal policies and rules relating to state or non-state accounting procedures.
  • Five (5) years of professional experience working with Comptroller and Treasurer policies and procedures, Federal and State statutes, administrative rules and regulations relative to state accounting to ensure compliance with GAAP and GASB standards.
  • Five (5) years professional experience ensuring procedures and reports are sufficient for processing and reporting and assisting staff with resolution of issues.
  • Five (5) years professional experience providing responses to internal and external audit requests.
  • Five (5) years of professional experience assigning work, providing guidance to subordinates, recommending counseling and /or discipline following collective bargaining agreement, training staff, approving time off, and preparing and signing performance evaluations.

Responsibilities
  • Serves as Revenue Management and Federal Reporting Administrator for the Office of Fiscal Services.
  • Serves as full-line supervisor; assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off; adjusts first level grievances; effectively recommends and imposes discipline, up to and including discharge; prepares and signs performance evaluations; determines and recommends staffing needs.
  • Manages, plans, assigns, coordinates, evaluates, and reviews the activities of the staff to ensure the development and maintenance of accounting procedures and controls in compliance with the State legislation and Federal regulations in order to obtain maximum Federal matching funds for the Department’s expenditures; matches funds received from the Dept. of Health and Human Services and reimburse the State’s General Revenue Fund for DHS expenditures.
  • Plans, assigns, reviews, and monitors the activities of staff engaged in the preparation of Quarterly Expenditure Reports for Child Care, TANF, Food Stamps, Refugees for the Request for Federal Funds.
  • Plans and directs the development and updating of electronic data processing systems for federal grants, cash management activities, interim assistance reimbursement, excess assistance, and administrative support code accounts receivable, food stamp accounts receivables, refugee resettlement and cash assistance.
  • Represents the Office of Fiscal Services and the Department of Human Services with the Comptroller’s Office, Attorney General, Auditor General, Bureau of the Budget, other state agencies, U.S. Departments of Health and Human Services and Agriculture.
  • Establishes, directs and implements Agency policy, methods and procedures as related to financial accounting activities/operations of all department funds and federal grants.
  • Reviews federal and state legislation, rules and regulations and determines possible fiscal and operational effects on the Office of Fiscal Services area and/or the Department; recommends and implements changes and revisions as directed.
  • Develops Agency Cost Allocation Plan for Administrative Expenditures and Amendments thereof, for approval by Department of Health and Human Services, Division of Cost Allocation (DCA) and directs the implementation of the approved plan.
  • Performs other duties as required or assigned which are within the scope of the duties enumerated above.
