SKILLS & EXPERIENCE REQUIRED:

  • Previous experience of working in a Council Tax Enforcement Team.
  • Experience using Academy (Capita One / MRI) Revenues & Benefits and One Digital software.
  • Strong knowledge of council tax recovery processes, including liability orders, enforcement, and court hearings.
  • Ability to negotiate and agree payment arrangements in line with policies and procedures.
  • Experience liaising with Enforcement Agents and supporting debt recovery activities.
Responsibilities

WHAT’S INVOLVED WITH THIS ROLE:

The Revenues Recovery Officer will work as part of the Billing and Recovery team, with primary responsibility for the recovery of Council Tax from Liability Order stage. The role involves negotiating and monitoring payment arrangements to ensure the maximisation of council tax collection, liaising with Enforcement Agents, and managing sensitive cases in line with statutory requirements and council policies. The postholder will ensure that services are delivered effectively, fairly, and without discrimination, while supporting vulnerable debtors appropriately.

KEY RESPONSIBILITIES:

  • Work as part of the Recovery Team, dealing with all aspects of debt recovery using MRI (Capita One) Revenues and Benefits and One Digital Software.
  • Liaise with customers via telephone, email, or in person to negotiate and agree acceptable payment arrangements.
  • Monitor payment arrangements and take early intervention where defaults occur.
  • Discuss complex, sensitive, or unusual cases with the Team Leader, ensuring appropriate action is taken.
  • Liaise with Enforcement Agents to support debt recovery activities and monitor case progress.
  • Attend court hearings and represent the council as required.
  • Maintain up-to-date knowledge of Revenues systems to ensure liabilities are correctly established and explained to debtors.
