Looking for an IT Specialist or IT Firm to serve as the subject matter expert for a multi-year project. The selected provider will lead the design, implementation, evaluation, and continuous improvement of technical solutions. Responsibilities include serving as the central technical liaison, coordinating with IT vendors, the project manager, LANWT, project partners, and other stakeholders to ensure seamless system integration and performance.
This role involves hands-on implementation, including writing code (i.e. integrating expunction tools with Legal Server via API scripts). The position is critical to streamlining
expunction and nondisclosure processes throughout the state and will remain active through September 30, 2027.
The selected provider must commit to delivering a minimum of 40 hours of competent remote service per week, beginning on the agreed-upon start date and continuing through the Project term. Weekly virtual check ins and in-person meetings at least once every other month are required.
Service Requested
1. Coordinate with vendors and stakeholders to ensure seamless integration of the expunction and nondisclosure tools with Legal Server (Case Management Platform) while adhering to industry standard data security and privacy standards.
2. Create and maintain all necessary tools, including API scripts and other integration
mechanisms to ensure seamless integration.
3. Aggregate multiple development platforms, understand each platforms limitations, and propose and implement alternative strategies when necessary to optimize integration and overall system performance.
4. Evaluate, customize, and integrate commercial platforms to meet project-specific requirements.
5. Provide robust web development services by delivering both client-facing and staff-facing solutions to ensure Project success.
6. Conduct thorough testing and quality assurance to validate the functionality, reliability,
and security of all developed tools and integrations.
7. Ensure full compliance with all applicable regulatory requirements, data security
protocols, and privacy standards to protect sensitive client information throughout the
integration and operational phases.
8. Maintain regular and effective communication with staff, the project manager, Project
Partners, and other stakeholders.
9. Manage expectations and foster positive relationships with Project Partners, other
stakeholders, staff, committees, and agencies.
10. Prepare timely reports and documentation, as requested, for project management,
Project Partners, and other stakeholders.
11. Assist in developing clear documentation for both program staff and technical users to ensure the platform and tools can be easily understood and maintained after the core
Project concludes.
12. Assist in creating a maintenance plan and cost estimate that outlines the services
needed to support the platform long-term, ensuring it can be managed by any
reasonably skilled IT Specialist or IT Firm in the future.
1. Significantly increase statewide awareness and education to low-income Texans with a criminal record about the available legal remedies of expunction and nondisclosure.
2. Develop and deploy a suite of robust technology tools to streamline the eligibility
assessment and legal workflow for criminal record clearing.
3. These tools will leverage technologies such as AI for intelligent processing, OCR for
automated data extraction from documents, guided user interfaces across various
platform architectures, APIs, and other relevant technologies.
4. Create training materials and toolkits to assist volunteers who provide services to those seeking expunctions and nondisclosure remedies.
5. Provide direct legal representation to individuals needing additional support to clear
their records; and
6. Create a website and platform to host training materials and tools for individuals.
The Project will create and implement a focused communication strategy to reach the
intended client population with information about these legal remedies, the tools for
navigating the process and the legal assistance available. This communication campaign
seeks to reach marginalized communities and individuals, including those in rural and other underserved areas and those with Limited English Proficiency.
Additionally, the Project will develop a strategic sustainability plan to ensure the long-term sustainability of the established program goals and objectives.
