Conduct inspections and inventory of improvements acquired for right of way. Assist with relocation and ensure accurate data is entered into the Right of Way Management System (RWMS). Prepare and recommend settlement approval.  Prepare the necessary purchase agreements, secure the proper executing of deeds of conveyance, and attends to the details pertaining to the proper effecting of closings or direct purchases. Assist in the coordination of business damage activities. Conduct inspections and inventory of improvements, fixtures, and contents of property acquired for right of way.   Provides relocation assistance for complex parcel assignments. Assist displaces in the preparation and filing of claim applications for relocation assistance. Participate in the development of preliminary and final relocation plans. Interview potential displaces, both owners and tenants, explains relocation assistance programs, and determines the eligibility and the extent to which they are to receive moving costs and/or replacement housing benefits   Ensure data is entered into the Right of Way Management System (RWMS).   Obtain the information necessary for the proper filing of condemnation proceedings against the required properties that cannot be acquired by negotiations.   Assist in the development of policies and procedures. Ensure conformance with applicable laws, rules, regulations, policies and procedures. Assist in the development of policies and procedures. Interpret, communicate and apply right of way policies and procedures   Represent Right of Way at public meetings/hearings and workshops, and similar forums.    The Successful Candidate will have the following required Knowledge, Skills, and Abilities: Knowledge of: Code 49 of Federal Regulations (CFR) Part 24 (Uniform Act), relating to real property acquisition and relocation assistance. Quality assurance planning for the acquisition and relocation assistance program. Real estate principles and practices.          Skilled in: The use of personal computers, including a working knowledge of word processing and spreadsheet software. Effectively communicating orally and in writing.          Ability to: Effectively plan, organize, and work independently.  Establish and maintain good working relationships with others.  Identify training needs and develop and present effective acquisition and relocation training. Implement a quality assurance plan for the acquisition and relocation assistance program.  Be self-directed and skilled in problem solving. Understand and interpret real estate appraisals and right of way maps.   Minimum Qualifications: Seven years of real estate experience defined as professional or technical experience in right of way administration, land management, abstract title work, property management, or the sale, acquisition or appraisal of real estate or Graduation from an FDOT Real Estate Level II Training Program.
