Road safety enforcement and awareness campaigns (54 in number) involving selfhelp groups (SHG) led by women are to be delivered at villages with a focus on safety for the elderly, women, children, and people with disabilities. The QIIS consultant with the support from the MPWD and police department shall plan and organize the campaigns. Police (including female police officers) must be involved and have a visible presence. The scope and planning, cost estimates for the campaigns should be prepared in consultation with the MPWD and police department and approved by both before execution. The QIIS road safety experts shall plan, coordinate and organize the road safety enforcement and awareness campaigns to facilitate the involvement of community-based organizations. With support from the Gender Specialist, the Road Safety Expert will prepare the training modules and the information, education, and communication (IEC) materials and conduct the training of a master trainer. The Road Safety Expert will coordinate, organize, and support the women-led SHGs and women’s collectives to deliver and implement the 54 road safety awareness campaigns. Each road safety road awareness campaign is expected to involve a minimum of 100 participants, with 50 participants being women and girls. Participation of all eligible women during the road safety awareness sessions is required and should be recorded. Annual road safety enforcement and awareness reports should be produced to record the delivery of the road safety campaigns. The Road Safety Expert shall conduct road safety awareness campaigns for at least 50 contractors’ personnel with at least 25 women participants. The suggested activities for the QIIS consultant to plan and organize the enforcement and awareness campaigns include the following: i. enforcement and awareness campaign design in consultation with the MPWD and police department; ii. collection of sex-disaggregated baseline data on the target road user behaviors andattitudes; iii. identification of any necessary campaign equipment and preparation of material support needed from the MPWD, police, or other government sources; iv. at least five training of trainers conducted for five SHG units (with total 20 women members) along with the MPWD, police, and community group volunteers, as needed, to support effective campaign delivery; v. planning and organizing campaign implementation at 54 villages including development of a communications strategy, IEC materials, and key messaging; and vi. The Road Safety Expert shall conduct road safety awareness campaigns for at least 50 contractors’ personnel with at least 25 women participants. vii. campaign effectiveness monitoring and reporting.
