Note: As per the collective agreement, probationary employees will receive 5% less than the regular permanent rate of the classification they are employed in, until the completion of three (3) months continuous service or sixty (60) actual days worked, whichever is the greater. They will then commence receiving the regular permanent rate.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Functional knowledge of road maintenance procedures and operations; road building requirements; and operation of job-related equipment acquired through a Grade 12 education plus 1 year of related experience, or, a Grade 10 education plus 2 years of directly related experience.
  • Knowledge of and ability to comply with policies, procedures, related legislation and standards (e.g., Minimum Maintenance Standards, traffic and parking by-laws, Ontario Traffic Manual, health and safety, Highway Traffic Act), and on-the-job training.
  • Communication skills to interact with and exchange information with other staff and management; respond to general inquiries from the public; and participate as an effective team member.
  • Computer skills with ability to use software such as Microsoft Office and a work order system. Ability to enter field data and work orders to mobile technology.
  • Ability to read and understand policies, procedures, material safety data sheets, and maintenance records. Ability to complete forms, checklists, CVOR reports, work orders; and maintain records.
  • Ability to work outdoors in/around environmental conditions (e.g., dust, grass, dirt, pollen) and hazards related to working on roads/right of ways.
  • Must demonstrate successful completion of a physical demands test (pre-hire).
  • Ability to work variable hours and shifts, including weekends, evenings, holidays, and nights, as assigned. Ability to work shifts lasting up to 14 hours as required.
  • Participates in a regular on-call rotation to respond to after-hours emergencies and urgent matters, including evenings and weekends.
  • Must have a valid Class D drivers licence with Z airbrake endorsement and acceptable driving record to operate Regional vehicles/equipment.

Responsibilities

THE ROLE

Patrols Regional roads to identify and document repair and maintenance work, right of way deficiencies, assess work requirements, and create work orders. Completes minor repairs to right of way deficiencies as required. Performs winter snow plowing and ice control duties. Performs general summer maintenance duties, as required.

DUTIES/RESPONSIBILITIES

  • Patrols Regional roads to identify maintenance deficiencies for repair based on the Minimum Maintenance Standards, and general guidelines for roadway infrastructure (e.g., surface discontinuities, roadway shoulder and right of way deficiencies, pot holes, guardrails, damaged signage).
  • Uses established standards to assess and determine severity and requirements to address hazards and defects. Contacts Lead Hand (Roads) or supervisor for immediate repairs.
  • Performs minor repairs and maintenance (e.g., cold patching, dead animal and debris removal). Sets up work site, including traffic protection plan, according to safety procedures. Loads/unloads materials and equipment to/from vehicle (e.g., asphalt tamper, shovel).
  • Records work specifications and creates work orders (using mobile technology).
  • Responds to immediate issues via divisional dispatch; follows up on maintenance/repair issues; and updates work order system.
  • Maintains patrol inspection records and daily logs.
  • During winter season performs snow plowing and snow/ice control activities, including installing and removing snow fences. Operates large trucks and related ancillary equipment for plowing, salting, and sanding operations. Uses hand tools to remove snow/ice from sides of road and drainage areas.
  • Uses oxygen-acetylene torches to cut metal components, such as bolts, when changing blades on snowplow.
  • Performs summer road maintenance duties as required such as traffic control duties, tree maintenance and felling, brush chipping, guiderail maintenance, and drainage maintenance.
  • Operates loader and dump trucks, and ancillary equipment for summer and winter operations.
  • Discusses work plans/requirements and operational issues with other divisional staff.
  • Has contact with the public to respond to general inquiries. Occasionally has contact with area municipality staff regarding activities on Regional roads.
  • Performs related duties, including in other work units in the Section, as assigned.
  • Performs related duties, as assigned.
  • Maintains vehicles and tools/equipment properly, safely, and in good working condition per policies and standards, including mobile devices. Reports need to repair or replace tools/equipment to supervisor immediately.
