YOUR ROLE IN OUR TEAM / IN CREATING A SUSTAINABLE FUTURE

  • Ensure that all rotating equipment and systems (e.g., pumps, compressors, agitators, fans) are installed and maintained in accordance with recognized and generally accepted good engineering practices, guided by relevant established codes, standards, published technical reports, recommended practices, or similar documents.
  • Collaborate closely with internal stakeholders across Singapore and other Neste sites, as well as external stakeholders including suppliers and experts, to ensure effective maintenance and reliability activities pertaining to rotating equipment and systems, thereby ensuring safe and reliable operations.
  • Partner with the Rotating Lead for the establishment and effective implementation of predictive and preventive maintenance programs and plans, utilizing effective tools, best practices, and procedures.
  • Coordinate and participate in all refinery safety programs.
  • Contribute to the improvement and implementation of the site Reliability Strategy, develop and execute Maintenance and Reliability work processes, and support the delivery of the site’s Reliability culture.
  • Identify and report reliability issues impacting safety, quality, availability, or capacity; analyze these issues and recommend appropriate actions. Lead in the development of ideas and suggestions into executable plans to enhance asset integrity, efficiency, and productivity.
  • Develop Rotating Equipment (RE) strategies to champion defect elimination programs, including Preventive Maintenance (PM), Predictive Maintenance (PdM), Root Cause Failure Analysis (RCFA), Bad Actors identification, Infrastructure optimization, Reliability Reviews and Health Monitoring, Failure Mode Effects Analysis (FMEA), Reliability Centered Maintenance (RCM), and Risk Based Inspection (RBI).
  • Provide daily technical support and authority for Rotating Equipment to the site. This may encompass providing or leading troubleshooting efforts, delivering work scope or job plan documentation, and supporting or overseeing Maintenance, Projects, or Turnaround (TAR) activities as assigned.
  • Lead RE reviews and programs for assigned new equipment to proactively and efficiently ensure the development and achievement of long-term asset strategies.
  • Manage all aspects of assigned RE projects, including the achievement of objectives in the areas of Health, Safety, Security, Environment (HSSE), quality, schedule, and cost.
  • Conduct technical and economic analysis to justify RE improvements, quantify benefits, and recommend priorities in collaboration with other technical specialists to develop improvements and value-added opportunities. Recommend and specify modifications or improvements for execution by project or field maintenance, ensuring compliance with the management of change process.
  • Work with the Maintenance team to eliminate RE bad actors by recommending cost-effective repair, replacement, or re-engineering solutions. This primarily involves recognizing recurrent issues and understanding their root causes. Implement defect elimination strategies, whether for routine troubleshooting or as feedback to engineers or production.
  • Provide support to the maintenance lead for budget planning. Demonstrate fiscal responsibility by maintaining awareness of and supporting maintenance budget and cost performance expectations.
  • Ensure the Data Management System is kept up to date.
  • Ensure that the correct RE Turnaround (TA) inspection and maintenance work scope is provided in a timely manner to prevent late scope changes and discoveries.
  • Provide guidance on RE Quality Assurance for work performed in the TA, maintenance, and projects. Assign appropriate resources to review project design packages. Support maintenance in project events and turnarounds management, from initial planning, scoping, and preparations to execution and post-event reviews, including capturing lessons learned and ensuring closures.
  • Ensure all Rotating Equipment (RE) site works adhere to established procedures, work instructions, and QA/QC checklists, and comply with applicable codes, standards, and specifications as per the Inspection and Test Plan (ITP). Review, approve, and audit the QA/QC process and associated quality documentation.
  • Ensure that RE contracts define and reflect reliability, utilization, and availability targets within their service level objectives, agreements, and performance indicators, with commensurate reward structures.
  • Ensure the implementation of predictive condition monitoring programs to track equipment health and facilitate data collection for integration into Reliability-Centered Maintenance (RCM) programs. Analyze all condition monitoring trends and reports (e.g., vibration monitoring, oil particle analysis) and recommend necessary remedial, preventive, or improvement actions.
  • Review performance measures and pertinent maintenance information within the Computerized Maintenance Management System (CMMS)/BioPMS for trending and frequency analysis, to identify issues related to equipment performance and breakdown analyses.
    Provide support for pre-start-up safety reviews (PSSR) and ready for start-up (RFSU) assessments.

KEYS TO SUCCESS IN THIS ROLE / THE BEST COMBINATION TO SUCCEED IN THIS ROLE

  • Degree in Mechanical Engineering with demonstrated problem-solving skills
  • Minimum of 15 years’ experience in a Refinery and Petrochemical process technical environment, with at least 10 years focused on Rotating Equipment.
  • Essential prior experience in Turnarounds (TAs), projects, and maintenance execution, coupled with a thorough understanding of Operations, Maintenance, and engineering practices.
  • Demonstrated experience in Conceptual Design, FEED, and Detailed Engineering projects.
  • Proficient in Vibration and Lube Oil Analysis.
  • Comprehensive knowledge of Rotating Equipment petrochemical standards, including ASME and API.
  • Possesses excellent strategic thinking, negotiation, risk-based systems acumen, and business sense.
  • Demonstrates a responsible attitude and a strong safety-oriented mindset.
