GENERAL DESCRIPTION:

The Texas Health and Human Services Commission seeks highly qualified candidates to fill a Rural Hospital Finance Project Manager position within the Office of Rural Hospital Finance in the Provider Finance Department. This position will be part of an innovative state-funded grant program targeting rural hospitals. This position joins a team that makes a positive impact on the operations of rural hospitals and their ability to provide health care services to rural Texas communities. The Rural Hospital Project Manager will be responsible for performing advanced (senior-level) administrative program work related to rural hospital finance programs.
Work involves advanced (senior-level) project management responsibilities and interaction with stakeholders in the implementation of the Rural Hospital Officers Academy and its advisory committee. Work involves coordinating the planning and initiation of various projects related to launching and maintaining the Rural Hospital Officers Academy, providing technical assistance to rural hospital stakeholders; and communicating with project stakeholders, management, and other relevant parties. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Work involves establishing program goals and objectives; developing program guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving program goals; monitoring and evaluating program activities.
Work includes communicating complex information to internal and external stakeholders to provide, verify information, answer inquiries, address issues or resolve problems or concerns and provide consultation and technical assistance to rural hospital stakeholders.
Work includes organizing meetings and initiatives; performing cross-divisional coordination and project management; setting agendas and tracking milestones; communicating with various internal and external stakeholders to ensure continued coordination regarding HHSC-led initiatives and projects impacting rural Texas hospitals.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Knowledge of state and federal laws, rules, and regulations relating to the health and human services agencies.
  • Knowledge of effective time management and project management principles.
  • Skill in understanding and solving complex problems; prioritizing, and meeting deadlines; organization; time management, exercising sound judgment; and effective decision making.
  • Skill in organizing effective stakeholder, advisory, or board meetings.
  • Skill in organizing and effectively tracking multiple projects simultaneously with various start and end dates.
  • Ability to communicate effectively, both orally and in writing; manage multiple assignments and deadlines; perform under pressure; analyze and assess risk; and receive and respond positively to constructive feedback.
  • Ability to write clearly and concisely with proper grammar, spelling, and punctuation.
  • Ability to learn and understand complex concepts and ideas and turn them into easily understood, plain language documents and presentations.
  • Ability to manage multiple assignments and deadlines and produce results.
  • Ability to work independently and/or in a team environment with positive team interactions and to prioritize workload assignments to meet established deadlines.

PREFERRED CRITERIA

Experience working with rural stakeholder organizations or rural healthcare providers.
Experience coordinating and/or conducting public or board meetings.
