Organizational Setting
The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.
The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.
The Division of Information Management (SGIM) implements state of the art methodologies and techniques for the collection, processing and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during infield activities, and information from open sources, including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis and evaluation to support infield activities and provide key input to the State evaluation process.
Main Purpose
Reporting to the Section Head, the Safeguards Information Analyst (Satellite Imagery) contributes to the IAEA’s nuclear verification mission by conducting in-depth analysis of multi-sensor commercial satellite imagery and contributing to the State evaluation process. The Safeguards Information Analyst (Satellite Imagery) strengthens the consolidated State evaluation process using his/her expertise in satellite imagery collection and analysis, in accordance with the Department’s objective with regard to nuclear verification and evaluation.
Role
The Safeguards Information Analyst (Satellite Imagery) is: 1) a specialist in nuclear fuel cycle-related infrastructure or industrial infrastructure analysis based on the exploitation of multi-sensor satellite imagery, contributing to the preparation of in-field activities and the State evaluation process; 2) an author of analytical products and presenter of findings to stakeholders, acting as a primary interface with key customers to provide insight and expertise in the definition of requirements, collection of imagery, and the development of analytical processes; 3) a coordinator of the integration of open source, State-declared and other safeguards-relevant information into the imagery analysis process, including the use of geospatial data and information; and 4) a contributor to innovative methods and tools to advance analytical capabilities and R&D programmes supported by IAEA Member States.

Functions / Key Results Expected

• Conduct expert satellite imagery analysis of commercial electro-optical, synthetic aperture radar, infrared, and multi/hyper-spectral imagery to determine if there are indicators of proliferation or non-compliance with safeguards agreements in support of the Department’s preparations for in-field activities and the overall State evaluation process.
• Author and peer review timely, well-researched and insightful satellite imagery analysis products.
• Play a key role in integrating geospatial data with other safeguards-relevant information into comprehensive analytical products.
• Engage with Departmental staff in the collection of safeguards-relevant information in support of imagery analysis.
• Participate collaboratively to State Evaluation Groups contributing to the preparation of State Evaluation Reports and other Departmental working groups.
• Lead the development of new methods and analytical techniques, pro-actively seeking new solutions to technical problems, and presenting them in workshops, conferences and training courses.
• Train, guide and direct staff in the collection and analysis of multi-sensor satellite imagery pertinent to the nuclear fuel cycle and to the proliferation pathways.
• Contribute to the Departmental Quality Management System-driven continual improvement process providing guidance to the Section on processes and outputs, such as report formats and content, presentations or Geographic Information Systems-based information dissemination, incorporating in-depth analysis of safeguards relevant information in support of the IAEA’s nuclear verification mission, and ensuring that outputs conform to quality standards.
• Participate in on-site inspections, as required, to improve the effectiveness of the analytical contribution.

Qualifications, Experience and Language skills

• Master’s Degree - Advanced university degree in remote sensing, geography, information technology, sciences, engineering, international relations or a closely related field is required.
• Bachelor’s Degree - University degree in remote sensing, geography, information technology, sciences, engineering, international relations or a closely related field with two additional years of relevant experience may be considered in lieu of the advanced degree.
• Minimum of seven years of practical, hands-on experience in satellite imagery analysis including experience relating to nuclear proliferation and nuclear-related infrastructure analysis.
• Extensive experience in effectively integrating satellite imagery analysis with diverse sources of other safeguards-relevant information.
• Demonstrated experience in routinely producing well-researched, high-quality analytical products and presenting methods, techniques, and findings to internal clients at all levels across the Department.
• Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $84672 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 44114*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
