TITLE: Safety and Security Assistant TEAM/PROGRAMME: Safety and Security LOCATION: Kabul GRADE: 6 POST TYPE: National Contract Child Safeguarding: Level 1: The role holder will not have contact with children and/or young people regularly, or access to personal data about children or young people, as part of their work; therefore, a police check will not be mandatory unless the content or location of the role changes, in which case the Child Safeguarding level will be reviewed. ROLE PURPOSE: The main purpose of this job is to ensure security guards posted at SCI facilities in Kabul are well managed. and safety and security of the facilities are ensured by maintaining effective access control system of both office and guesthouse compounds by professionally supervising the security guards that they always remain alert and perform their duties in the best possible way and support the safety and security department. SCOPE OF ROLE: Reports to: Safety and Security Coordinator Staff reporting to this post: Security Guards Direct: Security Guards Indirect: NA Budget Responsibilities: NA Role Dimension: NA Key Contacts: NA Key Areas of Accountability: • Line manages SC Afghanistan Kabul Office based guards to ensure that they perform their duties and responsibilities according to SCI policy and procedure. • Check and monitor all the incoming and outgoing movements of vehicles, people (staff and visitors) in all SCI facilities- office and Guesthouse and report any abnormalities to Safety & Security Coordinator. • Immediately report any incidents such as theft, fire, terrorist activity or other suspected behaviors to the Safety & Security Coordinator. • Prepare the monthly duty schedule or rosters, leave schedule and overtime payment sheets for security guards. • Orient and train new security guards on his/her duties as well as SCI Safety and Security protocol and procedures. • Perform spot-check during the nights to ensure night-duty guards perform their duties- and remain awake at nights. • Ensure emergency contact numbers are shared with security guards. • Orient security guards on evacuation/hibernation plans and their roles. • Make sure the security guards are aware of location of security alarms, firefighting equipment and are trained on the usage of fire extinguishers. • Ensure CCTV cameras are maintained and monitored by security guards. • Conduct regular inspections that SCI compounds and assets are safe from fire, theft, vandalism, terrorism, and illegal activity. • Report any inappropriate behavior/failure of security guards to Safety and Security Coordinator for further actions. • Escort international staff from the airport to the office, field visits, and provincial missions. • Weekly conduct physical checks of the office and rental vehicles as per request to ensure the vehicles are well maintained. • Regularly check functionality of CCTV, gates, electronic locks, and other security equipment. • Check and update fire extinguishers, safe room emergency supplies and first aid kits. • Raise PRs for equipment needed for security team. • In the event of emergency contact drivers and staff out of the office and facilitate the process of conducting staff headcount. • Prepare all necessary documents of guard rooms and regularly monitoring of proper usage of these documents by security guards in all posts. • Conduct safety and security inductions or briefings for staff and visitors in Kabul in absence of Safety and Security Coordinator • Perform any others task that requested by the line manager. Collaboration:  Builds and maintains effective relationships, with their team, colleagues, Members and external partners and supporters  Values diversity, sees it as a source of competitive strength  Approachable, good listener, easy to talk to Creativity:  Develops and encourages new and innovative solutions  Willing to take disciplined risks Integrity:  Honest, encourages openness and transparency QUALIFICATIONS Academic: Holding a bachelor’s degree from related field (e.g. social science, business administration, security and risk assessment, security studies, emergency and disaster management) EXPERIENCE AND SKILLS • Minimum 2-3 years of experience in safety and security, international humanitarian assistance programs, military or police setting. • Ability to build and manage relationships with staff, community, government, and I/NGOs. • Very good English communication skills, both written and verbal. • Effective people management skills. • Strong training and team building skills. • Good skills in core IT applications, particularly MS Office. • Able to operate and use communication equipment. • Able to travel to provinces and districts, outside of the duty station as and when required. • Ability to work in challenging and complex environments. • A commitment to the values and principles of Save the Children. • High level of commitment to the principles of development and to the organizational and programmatic goals of Save the Children.
