Job Details Level: Management Job Location: COLUMBIA, MO Salary Range: $72800.00 - $106038.40 Salary/year Description Position Overview Under the general supervision of the Associate Director of Operations, this position is primarily responsible for developing, implementing, coordinating and administering all phases of the safety and security services for all DBRL facilities and offsite services. Essential Functions Plan, develop, implement, administer, assess, and modify a comprehensive safety and security program, including emergency management for DBRL facilities. Effectively manage, monitor and respond to the day-to-day security of all Library facilities and work with customers and staff in each library location to address reported security issues and incidents. Develop staffing model for security services and supervise library security staff and/or contractors. Provide professional advice to staff, management, and the Board on best practices in safety and security management. Interact with a diverse group of individuals, both internal and external, and provide acceptable responses to security issues, ensuring inclusive approach to security management. Assist staff with unsafe situations while enforcing the Code of Conduct and acceptable use policies consistently throughout the entire library system. Work with local and state agencies to ensure compliance with new emergency management trends. Conduct or assist with both internal and external investigations. This includes, but is not limited to investigations that arise from criminal acts at the branches, or an internal investigation of an employee of the organization. Develop short- and long-term solutions for security infrastructure. Develop, prepare and implement public safety procedures and policies. Recommend policies, practices, and services for daily operation and special events which maximize a safe and secure environment for people and library property. Proactively collaborate with both Library staff and outside agencies, such as law enforcement, emergency responders and mental health professionals, to anticipate, prevent, and respond to serious or emergency situations. Monitor and maintain all library emergency supplies including AEDs, Narcan, first aid, etc. Prepare, implement and evaluate the Library’s safety and security training programs and emergency drills. Conduct training for new hires and ongoing training for all staff. Assess training needs of security guards and provide training as necessary. Oversee security and safety operating costs and budget. Collaborate with Public Services and Branch Managers to monitor incident reports. Issue and manage suspensions of individuals as needed based on the Library’s policy on the enforcement of Library use rules and notice of suspension. Lead the Safety and Security Committee, including the review of incident reports and completion of necessary incident follow-up. Notify supervisors and/or Human Resources when additional support to affected employees may be beneficial. Collaborate with Public Services and Outreach to coordinate safety and security needs for special events. Collaborate with the IT Department to manage and monitor security video systems. Duties and responsibilities, as required by business necessity may be added, deleted or changed at any time at the discretion of management, formally or informally, either verbally or in writing. Scheduling and shift assignments and work location may be changed at any time, as required by business necessity. Supervisory Responsibilities: This position supervises directly employed and/or contracted security personnel. Physical, Environmental, and Special Working Conditions: Position requires standing and sitting for extended periods of time; walking, bending, stooping, reaching, lifting, and working on a computer. Moderately quiet work environment. All library employees may be called upon to assist other departments in a declared emergency situation. Qualifications Minimum Job Requirements: Bachelor's degree in Criminal Justice or related field OR a bachelor’s degree plus Peace Officer Standards and Training License required; 3-5 years of law enforcement, security and/or emergency management experience. 3 years of supervisory experience required. Possession of a valid Missouri driver’s license. Preferred Job Requirements: Experience in the management and use of relevant technology and equipment. Non-violent confrontation training preferred; first aid, CPR/AED certification and disaster response training preferred. Peace Officer Standards and Training (POST) License, Private Security License preferred. Master’s degree preferred.
