QUALIFICATIONS & SKILLS

  • Educational Background: Bachelor’s in Engineering (Civil)
  • Certifications: NEBOSH, IOSH, OSHA, or equivalent.
  • Key Skills: Analytical thinking, attention to detail, knowledge of local/international safety standards, good communication.
  • UAE Driving Licence
    Dubai Municipality (DM)Jurisdiction: Mainland Dubai (Must Know)
    DM’s Building Regulations and Codes (especially Al Sa’fat Green Building Code).
    · Process of getting construction safety permits, inspections, and completion certificates.
    · Portal usage: Submit safety plans and documentation on the DM’s Engineering Services portal.
    · Coordination with:
    o Dubai Civil Defence (DCD) for fire safety
    o RTA if road safety is involved
    Trakhees (Ports, Customs & Free Zone Corporation - PCFC)Jurisdiction: JAFZA, Palm Jumeirah, Nakheel, Dubai Waterfront, etc. (Must Know)
    EHS Trakhees Regulations (specific HSE Guidelines published by Trakhees).
    · Requirements of EHSMS (Environment, Health & Safety Management System).
    · Permit to Work (PTW) procedures: hot works, confined space, lifting, etc.
    · Reporting procedures for incidents/accidents to EHS.
    · EHS training records and inspections coordination.
    · How to apply for Trakhees NOCs and Work Permits.
    Dubai Development Authority (DDA)Jurisdiction: Free zones like Dubai Media City, Internet City, Design District (D3), etc. (Must Know)
    · DDA’s HSE Guidelines and standards.
    · e-Permit System for safety and construction approvals.
    · How to prepare:
    o Risk assessments and method statements (RAMS)
    o Emergency plans and fire safety plans
    · Coordination with DDA inspectors for site audits and HSE violations.
    · Proper documentation for lifting plans, PPE records, and contractor safety briefings.
    Dubai Aviation City Corporation (DACC)
     Ensure full compliance with DACC Health, Safety & Environment (HSE) regulations.
     Obtain and manage Construction Safety NOCs and Permits to Work through the DACC e-permit portal.
     Liaise with DACC Safety Inspectors for routine and surprise inspections.
    Dubai Civil Defence (DCD)Applies to all zones(Must Know) Fire safety regulations and codes.
    · Fire evacuation plans, drills, and approvals.
    · Fire-fighting systems (e.g., alarms, sprinklers, extinguishers).
    · Coordination for inspections and approvals of fire safety designs.
