What we do The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. For more information on the ICRC values, please visit this page.Purpose   The Safety Officer advises the delegation/site on safety risk assessment and associated precautionary measures for the site and for field trips, while ensuring proper dissemination of safety-related information in line with Duty of Care obligations. The role emphasizes transparent communication, collaboration with relevant authorities, and strict adherence to local regulations and procedures.  Accountabilities & functional responsibilities   Functional Responsibilities: Identifies and evaluates safety-related updates from reliable open sources, ensuring they are accurate and applicable. Reports safety-related events and changes that could impact ICRC's activities, ensuring timely and transparent communication with hierarchy. Helps and advises the Field teams to prepare Field trips by providing an updated safety analysis on the area to be visited by the ICRC.  Analyses safety situation and advises management on the potential risks to the ICRC staff, operations and reputation. Contributes to Delegation analysis within his/her area of responsibility and ensures the development and maintenance of relevant information and records to support institutional memory Monitors the effective implementation of safety procedures and processes. Provides safety briefings and training as required, fostering awareness and preparedness among staff Help raise staff safety (on context specific) awareness sessions tailored to the local context to enhance staff. Oversees the effective functioning of the safety department through mentoring, leadership, regular feedback, and staff appraisals. Supports Management in assessing the safety of residences/training locations (existing and new). Advises management on implication in case of non-compliance to safety rules. Supports management in addressing safety-related incidents in accordance with legal and organizational procedures. Ensures transparency and professionalism in managing safety-related service contracts, in collaboration with the Administration and ICT departments. Regularly assess the safety measures in all ICRC premises and makes suggestions when / where need be to the Management and to the Admin. Supervises security guards, including administrative matters related to their management (if required).  16. Develops external networking with formal and informal security forums (police and other law enforcing agencies, private security companies. Notifies the authorities of the ICRC movements (if required). . Relationships   Internally, interacts within the ICRC delegation/office and risk Management Advisers. Externally interacts with a network of interlocutors related to ICRC security (police and other law enforcement).  Reports to the hierarchy. Background in safety management, with experience in crisis management considered an asset. A background in emergency services, police, or military may also be relevant.
