Who we are supporting The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium. The NCIA provides a wide range of services, including: Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats. Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations. Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces. Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks. Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers. Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities. The program Assistance and Advisory Service (AAS) The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V. To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce. Role ID – C003235 Role Duties and Responsibilities Deliver Satellite Access Authorizations (SAA). Maintain SATCOM database, Service Request Tracking Tool and circuit database records. Monitor frequency utilization and transponder loading of the NATO space segment using RF monitoring tools. Monitors, controls and conducts third-level troubleshooting of SATCOM and other Telecommunications systems and services in coordination with NCC to support NCI Agency customers. Contribute to the prioritization and sequencing process of resource allocation of conflicting service requests. Maintain the relevant NATO Standing Operation Procedures (NSOP). Develop and ensure implementation of the necessary service request and delivery procedures. Manage check and update the NCI Agency incident-tracking tool using standard ITIL procedures. Monitor SATCOM links using SATCOM-specific network and spectrum tools. In the event of degradation or failure of SATCOM services or systems will assist NCC. Work on own initiative with supervision. Manage assigned material with appropriate inventories. Performs other duties as required. Essential Skills, Experience and Certifications Experience in planning and system management of large modern military communication networks, interfaces and protocols. Three years of experience on SATCOM Systems (preferably NATO SATCOM Systems). Experience of working in a busy, demanding staff environment. A very good understanding of telecommunications / network / information technology solutions & products.•Experience in service management (i.e. Incident, problem management, etc.) and customer support focused approach in a control centre environment and experience in management and use of related toolsets. ITIL foundation / Intermediate. Standard Automatic Data Processing Knowledge Word Processing:Working Knowledge, Spreadsheet:Advanced Knowledge, Graphics Presentation:Working Knowledge, Database:Advanced Knowledge, eMail Clients/Web Browsers:Working Knowledge, Web Content Management:Working Knowledge Antenna sub-system including: Radome, feed horn, reflector, pedestal, waveguides, tracking receiver and tacking systems basics. Transmit and receive chains including up and down converters, Low Noise Amplifiers, High Power Amplifiers. MODEMs, Electronic Protected Modems (EPMs), cryptographic equipment, routers, switches. Computer-assisted Monitor and Control System (M&CS). Digital techniques, TCP/IP fundamentals, video transmission principles and telecommunications quality assurance practices. Proven ability to communicate effectively orally, using tact and diplomacy, and in writing with good briefing skills. Education University Degree and 2 years post related experience or a Higher Secondary education and completed higher vocational training leading to a formal technical or professional certification with 5 years post-related experience, or a Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 6 years post related experience.
