POSITION OBJECTIVE:

We are seeking an experienced Business Development Manager to lead strategic Government-to-Government (G2G) business initiatives, with a focus on Information and Communication Technology (ICT), Project Management Offices (PMO), and high-value consulting services. The ideal candidate will have a strong track record in engaging with public sector clients, structuring complex consulting engagements, and developing cross-border government partnerships. This role requires the ability to position consulting offerings, understand public sector digital transformation goals, and coordinate the full business development lifecycle—from lead identification to contract signing and delivery oversight.

JOB DESCRIPTION & EXPERIENCE:

Identify and pursue G2G opportunities across ICT, PMO, and government consulting domains.
Develop customised business development strategies for international and domestic government clients.
Engage with ministries, regulatory bodies, national ICT authorities, and foreign government agencies to promote collaborative projects.
Lead the preparation and submission of consulting proposals, RFIs, RFPs, and feasibility studies.
Structure and negotiate consulting agreements, MoUs, and strategic alliances with G2G partners.
Manage bid development in collaboration with technical, legal, and finance teams.
Build and maintain strong relationships with government clients, consultants, and delivery teams to ensure successful implementation.
Monitor market trends, funding programs (e.g., foreign aid, international grants), and regulatory changes relevant to G2G consulting and ICT initiatives.
Support post-contract activities such as project kickoff, stakeholder alignment, and high-level progress reviews.
Represent the organisation at government events, trade delegations, and international forums.

QUALIFICATIONS & EXPERIENCE:

Bachelor’s degree in Business, Engineering, ICT, Public Administration, or a related field (MBA or Master’s in Public Policy/Management preferred).
Minimum 8+ years of experience in business development, consulting, or public sector engagements, including at least 3 years in G2G projects.
Demonstrated experience in selling consulting services or managed solutions to government clients.
Strong knowledge of government procurement, strategic advisory models, and digital transformation initiatives.
Familiarity with PMO frameworks (e.g., P3O, PMBOK, PRINCE2, Agile) and large-scale program governance.
Strong proposal writing, commercial negotiation, and relationship management skills.
Ability to manage multiple high-value engagements simultaneously under tight timelines.
PMP, PRINCE2, or equivalent certification is a plus.
Arabic language proficiency is a plus for roles in the GCC or MENA region
