QUALIFICATIONS:

  • Master’s Degree in educational administration; curriculum and instruction, or related educational field.
  • West Virginia professional teaching certificate (possess a current certificate or be eligible to apply).
  • Building-level experience as a principal preferred.
  • Demonstrated experience in leading school improvement efforts and working with school and district-level administrators.
  • Administrative experience at the school and/or district levels in planning, implementing, and evaluating programs in relation to student achievement results preferred.
  • Knowledge of a) current federal, state, and local laws; b) research and best practices related to improving student achievement.
  • Knowledge of and experience in the development of various programs that accommodate the educational needs of all learners, special education, and other federal programs.
  • Research and evaluation skills necessary to conduct needs assessments, analyze data, and conduct program evaluation.
  • Ability to interact with individuals and groups at the local, regional, and state levels in the development, promulgation, and evaluation of state policies and practices related to educational programs.
Responsibilities
  • Demonstrates an understanding of the WV Standards for Effective Schools and develops and maintains resources that support implementation at the SEA, LEA and school level.
  • Works collaboratively as part of the ESEA, Improvement and Support team to develop and provide resources that support best practice regarding school improvement and ESEA programs.
  • Provides virtual and onsite technical assistance and training to LEAs regarding school improvement and ESEA programs.
  • Conducts professional learning at the SEA, LEA and school level, including statewide and regional conferences.
  • Works collaboratively with WVDE staff and school and district leadership to develop, support the implementation of, and monitor plans for continuous improvement.
  • Works collaboratively with districts and schools to coordinate and/or provide targeted support based upon a comprehensive needs assessment that includes summative and school-level data, diagnostic reports and any additional information provided by WVDE.
  • Monitors progress and submits and maintains required documentation of meetings and assistance provided to districts and schools.
  • Supports improvement practices at all schools through the development and maintenance of school improvement and ESEA resources.
  • Works collaboratively with other Department offices and partner agencies to ensure that targeted technical assistance is provided to Comprehensive Support & Improvement (CSI) schools.
  • Participates as an active team member on WVDE interoffice collaborative teams to address statewide needs for student achievement, district and school improvement and accountability.
  • Effectively communicates within the organization and with LEAs and schools as required, via a variety of communication methods.
  • Assists LEAs and schools with developing and implementing effective supplemental programs including before or after school tutoring, tutoring embedded in the school day, summer programs, etc.
  • Assists LEAs and schools with utilizing appropriate funding sources to support individual needs regarding supplemental student support opportunities.
  • Assists LEAs and schools with building and maintaining partnerships with community organizations.
  • Requires travel on an as-needed basis.
  • Perform other assignments as deemed appropriate and necessary by the State Board of Education, Deputy Superintendent, and the State Superintendent of Schools.
