Based in the Washington, D.C. Metro area, Pivot Path Solutions, LLC is a government contracting and business solutioning firm that offers enterprise IT solutions, strategic planning, organizational development, and medical research and development services to help customers adapt and thrive in changing market conditions. Pivot Path Solutions is seeking an experienced and certified Project Manager to lead the delivery and oversight of a complex federal program supporting the NIH Office of Portfolio Analysis (OPA). This position requires a dynamic individual capable of managing multidisciplinary teams across scientific research, data analytics, software development, AI/ML integration, training, and community engagement. The Project Manager will serve as the primary point of contact for all contract activities and be accountable for quality, schedule, cost, and customer satisfaction. This is a remote position, however, candidates are preferred in the Washington, D.C. metro area.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree; advanced degree preferred.
  • Minimum of 5 years’ experience managing federal government contracts, preferably with NIH or HHS.
  • Active certification in project/program management, such as PMP, CAPM, or CSM.
  • Demonstrated experience overseeing complex programs involving research, bioinformatics, software development, or AI/ML initiatives.
  • Expertise in managing multidisciplinary technical teams and government deliverables in a dynamic environment.
  • Proficient in project management tools (e.g., Jira, Confluence, Shortcut) and familiar with Agile and hybrid development methodologies.
  • Exceptional written and verbal communication skills; ability to interface with senior government stakeholders.

PREFERRED QUALIFICATIONS:

  • Familiarity with NIH data systems (e.g., IMPAC II, RePORTER, QVR, RCDC).
  • Experience supporting cloud infrastructure (AWS GovCloud, NIH STRIDES).
  • Understanding of biomedical research portfolio analysis, citation databases, and NLP/AI-based analytical tools.
  • Knowledge of FAR/NIH-specific data rights clauses (e.g., FAR 52.227-17).
Responsibilities
  • Serve as the principal liaison to the NIH Contracting Officer’s Representative (COR), Contracting Officer (CO), and Contract Specialist (CS).
  • Lead day-to-day program operations across multiple task areas, including scientific research, software development, biomedical data linking, training, community engagement, and cloud infrastructure.
  • Provide strategic and tactical direction to team leads and ensure resources are aligned to meet NIH’s evolving priorities.
  • Monitor and report on program performance through deliverables such as the Monthly Status Report, Cloud Report, and Data Quality/Validation Plan.
  • Establish and oversee a quality management system including SOPs, risk mitigation strategies, and compliance with NIH security and data governance standards.
  • Facilitate regular meetings with OPA leadership to review program progress, risks, and emerging needs.
  • Manage project documentation including task order management plans, runbooks, test plans, and technical reports.
  • Ensure timely and accurate delivery of all contract deliverables, coordinating across subcontractors and consultants as needed.
