Position Summary The Administrative Security Captain plays a key role in supporting the Site Manager (SM) and Project Manager (PM) in the daily operation of our security contract at Norfolk Naval Shipyard. This position assists with staffing, training, compliance, and administrative oversight while helping lead a team of Lieutenants and Security Officers. Acts in place of the Site Manager(SM) in their absence; may also fill in for a Lieutenant during emergencies or staffing shortages, as needed. Assists the SM in providing day-to-day management support to Lieutenants and Security Officers. Supports Lieutenants with staffing needs, including schedule adjustments, call-offs, tardiness, and early departures to prevent open posts. Responds immediately to emergencies and keeps the SM and PM informed. Assists with addressing performance issues and applies the Company’s Progressive Disciplinary Policy and other applicable policies fairly, consistently, and in a timely manner, with SM and PM approval. Serves as a resource for officers regarding general questions and concerns. Assists the SM with communicating employment changes to HR, Payroll, Benefits, and the Facility Security Officer (FSO). Maintains accurate employee rosters and assists with reviewing and tracking leave requests. Ensures compliance with all Company policies, contract requirements, and applicable state and federal laws Conducts post inspections to ensure our officers are properly uniformed, alert and attentive to their environment, equipment is accounted for and is functioning properly; communicate information; observes performance, immediately resolves substandard performance by an employee, and/ or immediately recognizes employees for excellent performance. Staffing & Recruiting Support Leads recruiting and hiring efforts in partnership with the recruiter. Screens candidates, coordinates interviews for the SM, and serves as the primary point of contact for candidates throughout the hiring process. Manages the pre-employment testing process, including scheduling, tracking, and verifying results for medical exams, drug testing, MMPI, DCJS certification, PFT, and e-QIP security applications. Collects and verifies all contract-required documentation. Creates, organizes, and maintains new-hire packets, training folders, and personnel files. Reviews all packets for accuracy and completeness prior to submission to the customer for approval. Serves as the primary point of contact for local medical and drug testing facilities and resolves testing or invoicing issues. Qualifications & Training Tracks and monitors officer qualifications, certifications, and renewal dates. Coordinates and schedules annual training classes and testing requirements. May assist with logistics related to training sessions, as required. Maintains complete and up-to-date personnel and training files, including Certifications of Training, Validation of Personal Data, and documentation of pre-employment and annual recertification requirements. Uniform/ Equipment Inventory Orders, tracks, distributes, and monitors uniform inventory Maintains organized and accurate inventory records Ensures that storage areas are organized and items are properly accounted for. Timekeeping/ Payroll Assist the SM with reviewing, correcting, approving, and submitting timesheets. Ensure payroll discrepancies are identified, reviewed, and submitted accurately and in a timely manner. Administration and Other Duties Performs administrative tasks as directed by the SM or PM, including preparing reports, documentation, and draft policies. Coordinates employee recognition initiatives and the annual luau picnic. Orders and maintains office supplies. Qualifications Education: Bachelor’s Degree preferred. Education may be substituted with relevant experience. Experience: Minimum of four (4) years managing security operations at multiple sites in comparable size, operations, and scope. Minimum of 3 years of experience working as an Armed Security Officer (commercial or law enforcement) in the last five (5) years; or minimum of two (2) years of honorable service as a member of any US Armed Forces Have administrative experience with drafting communications, proficient in MS Word and Excel Must be proficient using firearms (9mm and AR-15) Age: Be at least 21 years of age or be an honorably discharged veteran Background: Must not have felony convictions and no convictions for domestic violence crime Proof of Legal Residency: Must be a U.S. citizen. Dual citizenship is prohibited Communication: Speak and be literate in English to the extent of writing, reading and understanding printed regulations, orders, and instructions. Licensure / Clearance Possess a valid current state-issued driver’s license Have current or able to acquire Class A Large Capacity License to Carry Firearms Have current or can obtain required background security clearance Job Qualifications: Successfully meet all the following Pass Drug Test Psychological Testing Requirement: CPI/ MMPI tests Medical Health Evaluation : Physical exam, Visual, Auditory Physical Abilities Test: 1.5 mile run in less than 17.30 min/ 19 push-ups in 2 min Be able to wear duty belt (20lbs), stand, walk, run, remain alert. Training Academy (paid): Upon Hire, the candidate must be available to successfully complete mandatory 2-week training which includes classroom lectures, tactical portions, firearms range, OC/ Baton, and CPR/ First Aid.
