About the Position The Nuru Security Coordinator reports to the CPSO. He/she is responsible for delivering Nuru’s Security Management Plan - ensuring adherence to the security policies and SOPs; managing any/all Nuru security personnel, sub-contracted guards and security systems; conducting investigations; managing threat intelligence; security training and sensitization and liaison. Key Responsibilities Operational Security Management Act as the security subject matter expert in the Nuru Security Committee. Advise the Nuru Crisis Management Team on security risks. Conduct Security Risk Assessments (SRA) and keep these up to date. Champion the Security Management Plan (SMP) and ensure it is kept up to date. Development and implementation of measures to ensure that the security team complies with NURU’s policies and procedures to deliver best practice in security risk management. Lead the security team in his Area of Responsibility (AoR); the security team may include both Nuru staff and sub-contractors such as guards. Supervision of the subcontracted security personnel to ensure compliance with Nuru security policies and procedures including UN Voluntary Principles on Security and Human Rights, PS4 and the ‘Do No Harm’ approach. Reinforce Nuru’s ‘acceptance strategy’ through effective collaboration with the Community Liaison Manager. Understand Nuru’s conflict sensitivity approach and ensure this is applied to all security activities. Understand the Stakeholder Engagement Plan and ensure coordination with the SMP Understand and apply other Nuru human rights risk management policies and tools - the Grievance Mechanism, the PSEA, ESIA, etc. Own the Site Security Plans (and associated SOPs) - Apply the policies and procedures detailed in these plans, and keep the site security plans up to date. Conduct annual review of the SOPs and update where required, ensuring all staff are sensitized to any changes. Understand and apply the security procedures specified in the Emergency Response Plans and ensure his team execute their roles therein rapidly and effectively. Ensure all security personnel understand and apply the NURU safety rules. Manage the guard contract. Understand the guard contract Service Level Agreement & KPIs and report any infractions or deficiencies to the CPSO. Have a detailed understanding of the VPSHR and be able to train new staff in these principles. Manage the day-to-day deployment of the contracted security guard force. Manage the day-today deployment of any government security Coordinators assigned to Nuru. Hold a daily coordination meeting with the CLM. Send the weekly security report to the CPSO on time. Act as ‘duty Coordinator’ as rostered, ensuring the emergency phone is always monitored. Carry out site security audits every month and share with the CPSO. Ensure that effective access control measures are enforced. Investigations Investigate all criminal acts against NURU personnel and property as directed by the CPSO. In collaboration with the CPSO, define the parameters and timetable of an investigation. Provides policy advice in relation to investigation strategy and develop or contributes to the development of investigation policy. Understand and apply the Nuru Investigations Toolkit. Ensure that all witness statements are recorded in a timely and effective fashion. Interviews witnesses, victims, and subjects/suspects in accordance with Congolese law, Nuru investigations policy and best practice. Prepare detailed and clearly written investigations reports which set forth the findings, supporting evidence, analysis and evaluation of the evidence, as well as recommendations for next steps. Maintain the investigations register/database. Ensure all investigation reports are filed, clearly marked, stored securely, and any digital reports are backed up in the Cloud. Ensure that the chain of evidence is maintained, that evidence is stored securely and that the evidence rooms are managed professionally. Liaise with National Police and local government personnel during investigations, as directed by the CPSO. Attend court cases and give evidence as requested by CPSO. Intelligence Operations Provide the Security Committee with timely threat intelligence, in order to protect Nuru’s staff, assets and reputation from wrongdoing, from both within and without the company. Report any security incidents, security vulnerabilities or relevant developments in the AoR to the Security Committee in a timely fashion. Alert colleagues to incidents and threats, using the appropriate media i.e. WhatsApp alerts, SMS, telephone calls, radio. Ensure that the confidentiality of covert sources is maintained, and that the safety and security of those sources is prioritized. Take direction from the CPSO when a risk of a clash of ethics is perceived. Maintain an informant base with the outside communities as well as Nuru personnel. Ensure that threat intelligence is collected lawfully and according to Nuru’s business integrity principles. Apply the intelligence cycle – collection, collation, analysis and (timely) dissemination Take part in stakeholder threat mapping exercises as part of the conflict sensitivity process, as directed by the CPSO. Ensure that all red flags and intelligence reports are escalated Team Leadership Maintain discipline and professionalism in the security team through good leadership: Set a good example to team members by demonstrating integrity, commitment, security knowledge, work ethic and self-discipline. Ensure team members receive the necessary training to perform their specialist roles Ensure that Nuru security employees achieve their full potential by gaining new skills through the provision of effective mentoring, training and capacity-building programmes. Ensure security staff are managed in accordance with Congolese law, HR standards and policies and safety directives. Ensure security staff have time to attend training, learning and development opportunities. Write the annual performance review for his first reports. Deliver security training modules as directed by the CPSO. Training & Sensitization Sensitize staff and contractors to security risks and procedures at the daily tool box talk. Deliver the Security Awareness briefing to Nuru visitors and guests Deliver personal and residential security awareness refresher training to Nuru staff Assist Nuru logistics manager in defensive driver training and refresher training. Deliver route security refresher training (modules 3-5) to all staff. Deliver VPSHR refresher training to contracted guards Deliver Surveillance Detection training to contracted guards Liaison Develop relationships and networks to monitor activity within Nuru’s AoR to ensure that Nuru Security Committee is thoroughly briefed on any potential threat to its employees, assets, reputation, and ongoing operations/projects. Build a peer network with other international Security Managers and SFPs, especially within NGO Forum, INSO, UNDSS, OCHA, MONUSCO, UN Agencies (WFP, UHNCR, UNICEF), ICRC and Congolese Red Cross, international private companies, GiZ, EU, etc. Work effectively with any external consultant Risk Advisors. Liaise closely with regulatory authorities to ensure that any losses and criminal activity affecting Nuru’s operations and business are reported, investigated and dealt with appropriately. Maintain effective relationships with other Nuru departments, especially Communiy Liaison, to ensure alignment. Maintain effective lines of communication with other sub-contractors (e.g. CEIL) and their own SFPs. Asset Management Ensure that any equipment received is signed for and maintained in good working order, with any faults or losses reported quickly to the CPSO. Keep a security asset register of any serial-numbered equipment (e.g. computers, telephones, radios, printers, cameras etc.) issued to the site team and that all equipment is signed for by the user. Conduct monthly equipment inspections and stock checks. Ensure all communications systems are functional, that radio-users (including guards) have access to spare batteries and that adequate and functional charging facilities are in place. Report any comms deficiencies immediately. Conduct weekly checks on security vehicle serviceability, breakdown kits, first-aid kits, and vehicle documents and report any deficiencies. Keep all occurrence books, registers, log books, contact lists, work files and folders well-organised, up to date and secure, and ensure all digital files are backed up in the Cloud. Work with security system and equipment maintenance contractors to ensure regular servicing of security systems and infrastructure – CCTV, alarms, access control systems, lighting, fences and gates, guard huts and towers, security offices, etc. Manage an effective key control and key registry system.
