Position Summary The Security Manager designs and maintains the physical security program at NBU. Supervises, coordinates, directs and manages the daily activities of Security Officers and provides armed security services to NBU property and facilities. Provides emergency response services, responds to security incidents and performs special assignments to protect life and property. Manages deployment and maintenance of security equipment and resources. Essential Duties & Responsibilities * Selects, maintains, and implements frameworks, policies, and procedures for a comprehensive physical security program at NBU. Participates in establishment of departmental goals, objectives, plans, policies, and procedures and budget. * Provides leadership and direction to security staff. Hires, trains, assigns work, evaluates and manages performance of subordinate staff in compliance with human resource policies and handles all aspects of staff supervision. * Maintains awareness of department issues and responds to employee needs and concerns.             * Communicates with employees to ensure accurate and timely dissemination of information. * Coordinates and administers daily security activities directly and through subordinates. * Schedules work assignments and deployment of human resources in assigned patrol area and transmits orders to subordinate officers for execution. * Establishes performance expectations, prepares performance appraisals and addresses personnel issues, performance issues and citizen complaints. * Coordinates training for new security officers. Ensures they attend required training and ensures they understand NBU and departmental policies. May provide field training. * Participates in monitoring and controlling departmental expenses (i.e. overtime, mileage). Approves subordinate timesheets and purchases. * Supervises and participates in the patrol of NBU property. * Provides elevated level of security response and incident reporting as required for Critical Infrastructure sites. * Contacts police officers when required for the apprehension of suspects and other emergencies. * Maintains knowledge of current laws, regulations, policies, and procedures. Maintains awareness of physical security best practices through training, relationships with other utilities, and continuous learning. * Comprehends and makes inferences from written materials including state statutes, department policies and operating procedures in order to provide security services. * Learns job related material through verbal instruction, observation on the job, structured lectures in a classroom setting and reading with regard to procedures, methods, state statutes and departmental policies and procedures. * Ensures subordinates understand and adhere to NBU and departmental policies. * Writes and files reports as required. * Operates electronic security equipment (i.e., CCTV, video recorders, card access, 2-way radios and alarm equipment). * Requests and reviews visitor and contractor documents and driver's licenses (DL). * Patrols assigned NBU facility and/or stands assigned post to detect and prevent crime. * Performs defensive tactics to affect an arrest by a police officer and/or maintain control. * Assists individuals with special needs and escorts employees and visitors as requested. * Assists emergency medical personnel as needed. * Reports security violations and equipment failures and other security or safety related situations to supervisor. * Conducts physical security investigations. * Performs special assignments to protect life and property. Work involves standing and/or walking including significant distances (up to 10 miles) in a utility facility and/or outdoor environment including traversing rugged and uneven natural terrain within sites covering several hundred acres that include various elevations and up to 45 degree slopes. Occurs frequently on concrete or in tall grass, mud and water and occasionally on all types of surfaces and terrain, including rough terrain, rock or uneven ground, or areas presenting obstacles such as trees and bushes with garbage and debris. Duties involving standing and walking include foot patrol, providing emergency medical response, performing firearm qualifications, apprehending suspects, talking to suspects, and questioning witnesses at a crime scene * Work involves frequent sitting during extended times of driving to various parts of the patrol area and while driving on patrol * Work involves finger/hand manipulation in using a keyboard and mouse to complete daily logs and write reports less than 20 percent of the time * Work involves finger/hand manipulation in using hand tools and operating equipment including discharging weapon and pepper spray * Work involves climbing, crawling, crouching or other non-sitting positions while performing security work less than 20 percent of the time. All types of body positions are assumed to varying degrees.
