Abt Global is seeking a suitably qualified individual to fill the role of Security & Operations Manager to be based in Port Moresby, PNG. • Location: Port Moresby • Commencement: March 2026 • Open to All Citizens About the Program The Institutional Partnerships Program (IPP) commenced in 2017 and continues Australia’s long history in providing government-to-government assistance and institutional strengthening in PNG. From April 2022 PIPP has been designed as a standalone investment implemented by Abt Global (Abt) working closely with DFAT, Whole of Government (WoG) partners and Government of PNG counterpart agencies. The program will be focussed on ensuring the safety and wellbeing of Australian Government Entity (AGE) officials in PNG and supporting DFAT and AGE’s to maximise the benefits from government-to-government relationships in line with the principles of Comprehensive Strategic and Economic Partnership (CSEP) and Partnerships for Recovery, while also assisting AHC to leverage AGE experience into other DFAT investments. Abt will provide program management and logistics support to WoG agencies participating in the PIPP. There are a small number of other Australian agencies working on sectoral programs who may access logistics services provided under the agreement between DFAT and the Abt Global. Abt Global will provide core management services across: Program Implementation and Management Deployment Support and Logistics; and IPP Operations Management. Job Summary The Security & Operations Manager will provide management of security, safety, end to end deployment support, logistics and PIPP operations. In addition, the role will provide capacity building for local staff responsible for security services while working cooperatively with the AHC in PNG and the security personnel of other Abt programs in PNG About You We are seeking an individual who will bring: Demonstrated experience (10+ years desirable) in safety and security management, preferably in the international development context in PNG. Experience will include: responding to critical incidents for large, complex programs; proactive emergency response planning and preparation; and proven ability to engender a culture of safety and security Qualifications in project management or a relevant field Exceptional written and verbal communication skills, with the ability to communicate at all levels and produce high level reports Demonstrated skills in managing, leading and mentoring a diverse national team with a demonstrated commitment to the principles of inclusion, localisation and equity Understanding of the PNG security context and its infrastructure including the various stakeholders The ability to develop and maintain a strong security network across PNG An understanding of Gender Equity, Disability and Social Inclusion (GEDSI) principles and how they might be applied in the safety and security environment. Specific Deliverables Support the delivery of security inductions to PIPP deployees and new program staff with a detailed orientation on relevant and contextualised safety and security issues in PNG Responsive and effective management of all incidents according to PIPP’s standard operating procedures and policies Provision of weekly reports covering the Deployee Register, security incidents, WHS, assets, compliance generally Refresh standard operating procedures and policies including a regular review and update of the Health Safety & Security Plan (HSSP), the PIPP Risk Register, PIPP Operating Procedures Manual and other relevant security documentation in line with relevant risk and programmatic changes Review relevant invoices and cost estimates against budgets and work with the PIPP TL and finance team to ensure costs are managed within budget constraints Contribute high quality input to the development of required DFAT reporting Build and maintain open, productive, and outcome-oriented relationships with key internal and external stakeholders including deployees, AGEs, AHC, GoPNG and Abt staff Ensure quality reporting, milestones, deliverables and KPIs are submitted on time and meet requirements Key Responsibilities The Security & Operations Manager will have the following responsibilities: End to end deployee support services particularly security and safety and leading operational management for the program Working with the PIPP TL to facilitate formal and informal in-country consultations with GoPNG partners, private sector actors, AHC staff and sector teams working with PIPP. Ensuring Abt and DFAT standards are met, including deployment, mobilisation, repatriation, pastoral care approaches and safety and security including but not limited to the following: Review and deliver effective security risk assessments, security and health briefings, updates, and alerts Conduct accommodation and workplace assessments in addition to normal security and WHS requirements Facilitate provision of reliable communications including security alerts by text and AlertMedia, mobile phones, and UHF radios Support and provide access to pastoral care and counselling services Continually review and update the PIPP security and risk framework to support and provide 24/7 security responses for the program and coordinate with Abt Global’s Enterprise Risk Management Framework in relation to risk management functions at country and program level Conduct incident reporting, investigations, root cause analysis and implementation of corrective actions Accountability for PIPP key program risk areas including child protection, fraud, safeguarding, GEDSI, WHS and security Lead the relationship with the PIPP Security Provider including: ensuring compliance with contract and agreed KPIs, liaising with the control room operator in relation to duress alarm monitoring and emergency security response coordination travel assessment, planning and monitoring processes research and negotiations with alternative providers if/when the need arises Support the PIPP fleet management team and their duties including but not limited to: maintaining register of vehicles, deployee allocations, maintenance, servicing, fuel, registrations, insurances, safety stickers and drivers’ licence expiry dates Adviser and deployee compliance with the Motor Vehicle Code of Conduct Ensure GPS tracking is managed and reported Maintain and provide a weekly Deployee Register and respond to any emerging risks Oversee Abt’s lease agreements with Airways Residences Ensure all safety and security equipment in the office is operational and up to date and in accordance with Abt Associates policies Maintain register of assets including sign in/out processes for deployee asset allocation and record ageing assets for repair or replacement Key Working Relationships PIPPSS Team Leader DFAT Post in PNG including AHC Security Manager/s and other representatives PIPPSS Senior Management Team Abt PNG Management Services and Senior Management Team Australian Government Entities (AGEs) Australian Government Officials deployed to PNG (deployees) and their dependants PIPPSS Security Provider; and Any other key third party providers How to Apply Please ensure to address the Key Selection Criteria (About You) in your cover letter, and submit your application online, along with your CV as a single document.
