Description

Continuity Global Solutions seek a qualified Guard Force Security Program Manager (PM) to oversee management of a local guard force located at the U.S. Embassy in Panama. The PM must be able to provide proactive program management and provide the client’s contracting officer with specific information and status of the local guard force on a daily basis. The PM shall be dedicated full time to support this critical contract. The PM shall be accessible and responsive to the client on all matters related to performance of this contract 24 hours per day, seven days per week. The PM shall be accessible in person within one hour of request by the client.
The PM shall have experience and qualifications on a range of security-related skills and have a verified record of proven reliability and good conduct. Experience with risk management including problem identification and problem solving would be highly preferred. On a daily basis, the PM is expected to analyze the operational security environment throughout region, country and the city and work closely with the client to ensure the site’s security posture and countermeasures are inline with the overall threat levels.

REQUIREMENTS

Experience:

  • The PM shall have a minimum of 10 years police, military, security, or local guard force management experience with a minimum of five years of the work experience being at supervisory or command levels.
  • A minimum of five years of work experience in Panama or the surrounding region.
  • The PM shall possess intimate knowledge of overseas security environments and have a familiarity of the recent trends and specific terrorist and criminal threats facing the U.S Mission in Panama.

Education:

  • The PM shall have completed a secondary education, poly technical school, National Diploma, or associate degree
  • The PM shall have training in program or project management and qualifications on a range of security-related skills

Knowledge, Skills, and Other Requirements:

  • Be a citizen of the host country, or a third country national citizen in possession of a valid current work visa in the host nation
  • Must reside in Panama City, Panama or within a 1-hour commute therein
  • Must be able to speak and understand Spanish and must also speak and read English at skill level S4/R4 (fluently)
  • Able to use a computer including all common office management tools (e.g. Microsoft Office)
  • Experience with multiple levels of communication between various levels of management
  • Experience managing security staff or local guard force management experience
  • Be an expert in all areas of physical security and access control
  • Must understand operational methods of all guard force units and zones for response and maintain a professional demeanor under highly stressful circumstances
  • Be experienced in basic communications and radio use/procedures
  • Be able to maintain and manage communication between all parties
  • Provide risk management planning and performing qualitative risk analysis
  • Be able to define, sequence and estimate activities and resources
  • Experience with acquiring, developing, and managing project teams
  • Oversight of and responsible for quality control and contract compliance
  • Must be able to attain or currently hold a Panama driver’s license
  • If applicable, complete and maintain firearms training and certification in accordance with local labor law and the requirements of this contract
