About Musqueam
We are traditional hən̓q̓əmin̓əm̓ speaking people. Today, we are a strong, growing community of over 1,300 members. We live on a small portion of our traditional territory, known as the Musqueam Indian Reserve, located south of Marine Drive near the mouth of the Fraser River. The name Musqueam relates back to the River Plant, the name of the plant is məθkʷəy̓. There is a story that has been passed on from generation to generation that explains how we became known as the xʷməθkʷəy̓əm (Musqueam) - People of the River Plant. We have always moved throughout our territory using the resources it provides for fishing, hunting, trapping and gathering. We remain distinct and our cultural practices are strong, despite the devastating impacts of residential schools, colonial laws banning our ceremonies, and other attempts to assimilate our people. Our lands and waters continue to support our cultural and economic practices while serving as a source of knowledge and memory, encoded with our teachings and laws. JOB DESCRIPTION

Position Title: Self-Government Implementation Manager
Program Department: CAO

POSITION SUMMARY:

Reporting to the Chief Administrative Officer, the Self-Government Implementation Manager supports the CAO in the transition to and implementation of Musqueam Self-Government, both prior to and after, Effective Date (the coming into force of the Musqueam Self-Government Agreement (SGA)). Under the leadership of the Chief Administrative Officer (CAO) this position will help ensure that the SGA is operationalized in alignment with Musqueam’s priorities, values, and evolving governance structures. The Self-Government Implementation Manager is expected to lead the coordination of internal and external processes, planning, and reporting related to the transition to, and implementation of self-government as set out in internal Musqueam SGA Ratification and Implementation Plans and joint plans developed with Canada. This position is responsible for coordinating with departmental leads and guiding a team of staff and contractors.
This position works collaboratively with CAO, Directors, Managers and other departmental leads and staff to support the smooth transition to self-government, including the development of laws, policies and procedures that, consistent with the SGA, reflect the vision and values of Musqueam.
This position is a permanent position.

KNOWLEDGE, SKILLS AND ABILITIES

• A post-secondary university degree in Public Administration, or other related field. Masters Degree preferred. Musqueam specific knowledge and experience can be considered in exchange of the above. PMP Certification considered an asset.
• Minimum of 5-10 years of experience in public administration, project management, intergovernmental relations and negotiations, or related fields.
• Familiarity with Self-Government Arrangements in Canada with a working knowledge of the evolution of Indigenous self-government.
• Experience working with Musqueam or other Indigenous communities preferred. Having worked for a Self-governing Indigenous Government would be advantageous.
• Understanding of federal funding mechanisms, financial management requirements, and regulatory compliance preferred.
• Strong leadership and team management skills, with the ability to inspire and motivate others.
• Strategic thinker with strong analytical and problem-solving abilities.
• Excellent oral and written communications skills, demonstrated ability to present clear and concise information to diverse stakeholders, and high standards of quality and attention to detail.
• Strong collaboration skills with both internal and external agencies.
• Demonstrated cultural competency, and familiarity with Musqueam community and its cultural traditions.

• Support the development of the overall internal and bi-lateral implementation work plans in preparation for Self-Government as well as any that may be specifically required for a specific department.
• Ensure all responsibilities and timelines are clearly identified and communicated.
• Coordinate and monitor progress on the implementation of the SGA across departments, ensuring alignment with Musqueam’s goals and community priorities.
• Develop, implement, and oversee project management frameworks, including the establishment of milestones, critical paths, and performance indicators for all self-government implementation initiatives.
• Ensure risk management processes are in place by identifying potential risks, developing mitigation strategies, and proactively addressing issues that may affect scope, schedule, or budget.
• Track and document all implementation activities and maintain a comprehensive internal record of Musqueam’s progress against workplans.
• Identify challenges or delays in implementation activities and support the CAO and Director of Strategic Relations with required follow up.
• Prepare regular reports and briefings for the Director of Strategic Relations, CAO, Committees, and Council, as required.
• Support internal and external communications related to the implementation of the SGA, ensuring Musqueam’s interests are clearly articulated.
• Lead in the coordination of community and internal workshops, education, and engagement initiatives related to the SGA implementation.
• Support the development of laws, policies and procedures necessary to support the governance and administrative functions established by the SGA.
• Develop and manage the budget for implementation.
• Facilitate project team meetings, assign tasks, monitor deliverables, and provide direction to staff and contractors to ensure accountability.
• Complete management reporting requirements in respect of funding agreements.
• Assist in the hiring and performance management of staff assigned or hired to be a part of the SGA Ratification and implementation team.
• Develop tools, templates, and tracking systems to enhance project management efficiency and consistency across implementation activities.
• Perform other related duties as required to advance Musqueam’s self-government objectives.
