Lead key monitoring workstreams, apply sound judgement to complex performance issues Work at the intersection of service delivery, system risk and accountability Permanent | Wellington based position | 4.4 weeks annual leave Midpoint of $106,849 dependent on your professional skills and experience Ko tōu ake mahi - What you’ll do This is an opportunity to shape how the Ministry understands and responds to service delivery and performance across the health system. As Senior Adviser, Service Performance Monitoring, you’ll lead key monitoring workstreams, apply sound judgement to complex performance issues, and provide clear, evidence‑based advice to senior leaders and Ministers. Working at the intersection of service delivery, system risk and accountability, you’ll play a critical role in identifying emerging issues early and supporting proportionate, informed responses that improve outcomes for patients and communities. You will Lead service‑performance monitoring and analysis across assigned areas such as hospital and specialist services, electives, emergency departments, diagnostics and health targets, maintaining a clear view of delivery confidence and performance drivers. Monitor Government health targets and key measures by tracking trajectories, milestones and variation across regions and populations, identifying emerging risks, unintended consequences or gaming behaviours, and escalating concerns as required. Deliver decision‑ready monitoring advice through high‑quality briefings, dashboards and recommendations that clearly distinguish fact, judgement and risk, and explain confidence, uncertainty and implications. Support deep dives and targeted assurance by contributing substantive analysis, shaping lines of inquiry, testing evidence and translating assurance findings into practical monitoring insights and escalation advice. Strengthen joined‑up, risk‑based monitoring practice by engaging constructively with Health NZ and internal stakeholders, integrating service insights with financial, infrastructure and digital perspectives, supporting Advisers’ capability uplift, and embedding equity and Te Tiriti o Waitangi obligations in all work. Ko ngā pūkenga ōu - What you’ll bring Strong experience monitoring service delivery performance, ideally across hospital and specialist services, with ability to interpret performance signals and operational context. Well‑developed monitoring judgement: ability to distinguish signal from noise, assess materiality, and recommend proportionate escalation or assurance. Ability to translate complex performance information into clear, decision‑ready advice for senior leaders and Ministers. Proven experience delivering high-quality advice, with sound judgement to present clear options, implications, and recommendations. Strong analytical and critical thinking skills, with judgement to identify patterns, weaknesses, and risks in monitoring approaches and recommend practical improvements. Ability to build strong relationships across diverse stakeholders with ease and professionalism, enabling effective engagement.
