ORGANISATIONAL CONTEXT

This selection procedure is intended to establish a reserve list of successful candidates. It is envisaged to start using the reserve list in Q3/Q4 of 2025.
Europol retains the right to make use of the reserve list to select candidates for similar posts within the organisation, should business needs require so.

Staff pay EU tax at source but salaries are exempt from national taxes. Compulsory deductions are made for medical insurance, pension and unemployment insurance.
Subject to the applicable conditions being met, as defined in the EU Staff Regulations (EUSR)/CEOS and further specified in the case law of the Court of Justice of the European Union, allowances such as expatriation allowance (16% of basic gross salary) or foreign residence allowance (4% of basic gross salary), household allowance, dependent child and / or education allowance may be granted.

Responsibilities

PURPOSE OF THE POST:

The Senior Agent - Screening and Access Management is responsible for ensuring the effective handling and processing of personnel security documentation, clearance certification, and physical access management within Europol. The job holder provides advice, operational support, and coordinates with both internal stakeholders and external security authorities to maintain high-security standards. By coordinating and implementing risk management, access control systems, and compliance with the applicable security policies, the position plays a critical role in safeguarding Europol’s expanding infrastructure and operations.

FUNCTIONS AND DUTIES

The incumbent carries out the following main functions and duties:

  • Maintain and update internal databases with security clearance statuses, ensuring data integrity and confidentiality;
  • Administer and troubleshoot relevant databases in the area of competence (such as Building Integration System (BIS) and Identity and Access Management (IAM) database, ensuring data accuracy and compliance;
  • Liaise with National Security Authorities (NSAs) and external partners in Personnel Security and Industrial Security matters;
  • Ensure that personnel and industrial security standards, as per established rules and regulations are observed and complied with;
  • Implement all processes pertaining to the provision and maintenance of security clearances;
  • Identify deficiencies and recommending corrective actions to enhance Personnel and Industrial security;
  • Maintain security awareness in the area of competence, and report suspicious activities;
  • Propose appropriate strategies to mitigate any identified risks in the area of competence, suggesting countermeasures;
  • Provide advice and prepare reports to management on all matters related to personnel security, clearance certification and physical access Management, ensuring alignment with organizational security policies;
  • Draft, review, and maintain internal policy documents, standard operating procedures pertaining to personnel and industrial security;
  • Provide awareness sessions/ training to internal and external stakeholders in the fields of personnel and industrial security;
  • Perform any other duties in the area of competence as assigned by line management.
