SUMMARY Responsible to plan, organize, direct, , and lead market research activities within the Medicare Strategy and Performance business unit; Use qualitative and quantitative methods to derive data and insights that support strategy, planning and performance activities. The ideal candidate for this department will: Be a strategic thinker with deep business and industry knowledge of government programs. Use data and visualization tools to drive insights to support strategy. Possess a willingness to learn in complex industry and adaptive landscape. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. 1. Support activities that are directly related to the development, design, and administration of methods and procedures, including surveys, to assess consumer preferences, the health care environment and the competitive landscape. 2. Interpret and predict trends derived from the collection, study, and analysis of internal and external data to evaluate existing and potential trends impacting the business. Experience with CMS data files is preferred. 3. Know and utilize research and analysis techniques and methodologies to assess competitive threats, risks, stakeholder needs and expectations. 4. Direct the development and maintenance of systems to monitor, measure, and report performance and achievement of programs, long-term goals and strategic initiatives that have divisional and/or corporate impact as it relates to primary and secondary research. 5. Manage and monitor programs, projects or assignments; document processes, best practices, progress and related governance. 6. Maintain knowledge of concepts, practices, and procedures in related field. Including, but not limited to Medicare, Medicare Advantage, Employer Group Waiver Plans (EGWP), Value Based Contracting, etc. 7. Communicate research findings to senior management via reports and presentation materials and assist senior management in analyzing problems and implementing programs that provide solutions that relate to performing general management duties and other essential research duties and responsibilities. 8. Maintain comprehensive understanding of BCBSM's products, programs, administrative policies and procedures. 9. Utilize primary and secondary research and analytic techniques to assist in identifying best practices and opportunities for the corporation. EDUCATION AND EXPERIENCE Relevant combination of education and experience may be considered in lieu of degree 1. Bachelor’s degree in Business Administration, Health Care Administration, Marketing, or a related field. Master’s degree in a related field is preferred. Relevant combination of education and experience may be considered in lieu of degree. Valid and unrestricted driver’s license is required. 2. Seven (7) years’ experience of progressive responsibility in a business environment with demonstrated technical knowledge that provides the necessary knowledge, skills, and abilities required. Experience with qualitative and quantitative research techniques 3. Excellent analytical, decision making, organizational, creative problem solving, verbal and written skills are required. 4. High level of proficiency in use of existing software packages (PowerPoint, Excel, Microsoft Word, etc.). 5. High level of proficiency in use of data analysis software (SPSS) 6. Knowledge of competitors, techniques and methodologies required in related field. 7. Ability to work independently within a team environment with multiple priorities. 8. Ability to effectively interface with senior management as well as contacts outside the organization. 9. Other related skills and/or abilities may be required to perform this job. 10. It is not standard practice for an offer to be at or near the top of the range, and therefore a reasonable estimate for this role is between $94,500 and $158,300.
