We’re looking for a bilingual Senior Analyst, Finance and Audit, with strong financial, analytical, and communication skills. You’ll provide financial oversight for Ontario’s school boards, ensuring compliance with legislation and regulations. MANDATORY REQUIREMENTS

You must possess oral and written French language skills at the superior level. Your proficiency level will be confirmed before hire.

FINANCIAL KNOWLEDGE AND EXPERTISE

You have knowledge of:

  • principles and practices of strategic financial planning and analysis, risk assessment, and financial reporting to provide financial analysis expertise to stakeholders and management
  • generally accepted auditing standards, accounting principles and practices

You have the ability to gain knowledge of:

  • government/ministry program directions and the businesses, programs and legislative authorities unique to the district school board sector
  • the elementary/secondary education funding model in Ontario

ANALYTICAL AND PROJECT MANAGEMENT SKILLS

You can:

  • conduct financial, policy and audit assessments, evaluate client needs and recommend best practices
  • think strategically and creatively to develop new solutions in the absence of established precedent
  • utilize your project management knowledge and experience to lead team members on concurrent special projects

COMMUNICATION AND CONSULTATION SKILLS

You have demonstrated:

  • communication, presentation and negotiation skills to prepare comprehensive financial, project and audit reports, briefing notes and issues analysis
  • consultative and stakeholder relations skills to explain complex financial information and discuss solutions with school board officials, senior management at the ministry, and other stakeholders
  • interpersonal skills to work with stakeholders concerning non-compliance with ministry requirements

Responsibilities

The Financial Accountability Units within the Financial Analysis and Accountability Branch provide advice and assistance on financial matters related to school boards, which include:

  • managing the administration and accountability of the school boards’ operating grants
  • conducting compliance audits
  • monitoring the school boards’ financial health and recommending proactive actions to ensure ongoing financial stabilit

This exciting opportunity is with the Financial Accountability Unit that oversees a portfolio of 36 school boards in Sudbury and London regions, including 12 French-language school boards across the province and four isolated boards. Although your daily tasks will vary, you can expect to:

  • conduct financial policy analysis, address issues management and assess compliance risk to increase the ministry’s financial accountability for the education sector
  • use your accounting, economics and statistics expertise to compile data and conduct ongoing analysis of action plans, issues, and proposals from school boards
  • recommend improvements to financial management systems and operational procedures
  • develop accountability mechanisms that ensure financial policies are implemented accurately and effectively
  • provide strategic advice, interpretation and resolution strategies to senior office and program management for the management of complex program and policy issues and other project element
