Job Description:
This posting is for One (1) Permanent full-time, and one (1) Fixed Term full-time position:
QUALIFICATIONS
Education and Experience
- Degree in information management, science, math, engineering, computer science, economics, finance or other quantitative disciplines.
- 4+ years of hands-on technical experience with data repositories, BI systems and large data sets.
- Experience with analysis to identify patterns and trends, coupled with enhancement recommendations to support decision-making and process improvement to Senior Leadership.
- Experience with financial analysis or accounting in a finance setting preferred.
- Experience with regression, analytics, and visualization technologies and tools to manipulate large data sets to analyze, test, validate, visualize, and report data (e.g. SQL scripting, SQL Server Reporting Services, PowerBI Report Server, Python, Dataiku, C++, R, Tableau).
- Experience with front-end scripting languages such as CSS/HTML/Java Script is an asset.
Knowledge and Skill
- Strong technical knowledge and experience in developing analytical solutions.
- Expertise in research, understanding, enforcement and monitoring of data regulation, while ensuring all policies comply to FSRA standards.

Responsibilities:
PURPOSE OF POSITION
Responsible for the development of data collection and management tools, protocols, and data standards for the purposes of conducting macro surveillance and assessing risk profiles of regulated entities. Performs surveillance of the macroeconomic environment that could impact the regulated sectors and conducts thematic reviews of regulated entities.
KEY RESPONSIBILITIES
- Provides leadership to the development and implementation of Macro Surveillance and Analytics department programs/services/initiatives, plans, methods, tools, and processes.
- Conducts regulatory data and information reception activities of credit unions and insurers.
- Develops tools and manages and analyzes macroeconomic data to perform surveillance of the macroeconomic environment that could impact the regulated entities and sectors.
- Provides subject matter expertise on analytical tools and systems.
- Provides expertise and input to the development, enhancement, and implementation of frameworks and systems, including but not limited to enhancing the Risk Based Supervisory Framework.
- Identifies and incorporates emerging sector needs and information to support supervisory assessments.
- Leads the development of data standards that define data accuracy, completeness and timeliness of filings.
- Leads the development of data collection for the sector and management tools, protocols and data standards in collaboration with IT. Establishes the monitoring and status of critical data elements.
- Assists in reviewing and establishing tailored data inputs, including profiling, cleansing and monitoring.
- Identifies anomalies, inconsistencies and gaps, and develop strategies to address data issues. Ensures accuracy, consistency and relevance to support effective data governance.
- Leads collaboration with regulated entities to resolve data quality issues impacting the credit union and insurance sector.
- Collaborate with stakeholders to identify opportunities to improve data accuracy and ensure that data owners are accountable for the quality required to support analytical processes for the sectors.
- Leads collaboration with data users to understand and document requirements. Leads the conversion of user requirements into technical specifications for integration and reporting purposes. Validates accuracy of regulatory calculations and prepared reports.
- Ensures data mapping is organized and stored in a manner that supports all analytical uses and possible machine learning use cases.
- Provides subject matter expertise on analytical tools and systems.
- Designs and develops visualization and report capabilities that will be used by CUIP Supervision teams, FSRA’s Board and CEO, credit unions and insurance companies, and other external stakeholders (e.g. other regulators). Designs ad hoc reports and data collection tools for future data collection and reporting.
- Develops and maintains business relationships across the Credit Union and Insurance Prudential Function to provide data expertise, collaboration and support in decision making and other initiatives as required.
