JOB SUMMARY

Ofgem is Great Britain’s independent energy regulator. Our primary responsibility is to protect energy consumers, especially the most vulnerable, while at the same time working with government, industry and consumer groups to deliver a clean, more affordable and secure net-zero energy system at the lowest cost to consumers and drive economic growth.
We’re looking for a Senior Analyst to join the Offshore Cost Assessment team within our Major Projects Directorate. This team plays a key role in assessing the costs of large-scale electricity transmission infrastructure projects, including offshore, onshore and interconnector developments, to ensure they deliver value for money for consumers.
This is a cost-focused infrastructure role, ideal for someone with experience in engineering economics, capital project delivery or infrastructure cost modelling. You’ll lead the scrutiny of detailed cost submissions from developers, benchmark costs across projects and help shape the regulatory decisions that guide billions of pounds of investment in the UK’s energy networks.
You’ll be responsible for managing the assessment of multiple major projects each year, working closely with internal colleagues, external consultants and project developers. Your analysis will directly influence how efficiently these projects are delivered and how costs are controlled.
Key responsibilities include leading detailed cost assessments, comparing and benchmarking submissions, and producing clear, evidence-based recommendations to support regulatory decisions. You’ll manage project timelines, oversee external consultants and coordinate work across the team. You’ll also engage with developers and stakeholders to test assumptions and challenge proposals, contributing to internal reports, consultations and impact assessments that shape how infrastructure investment is regulated.
We’re looking for someone with strong analytical skills and experience interpreting complex cost or technical information. You’ll have a background in infrastructure project assessment, engineering economics or capital cost modelling, and be confident communicating technical findings in a clear and straightforward way.
You’ll bring proven experience managing projects or work packages to tight deadlines and be comfortable working with a range of stakeholders including industry, government and technical advisers. Experience managing people or working in a matrix team environment is also important.

JOB DESCRIPTION

The breadth of work ranges from technical analysis, cost and statistical/econometric modelling to report drafting and stakeholder engagement (eg discussions with industry). Your management of people will also allow team members to play to their strengths or develop in new areas.

Typical outputs and deliverables include:

  • Detailed and robust analysis of developers submissions to help determine the economic and efficient costs associated with the development and delivery of these projects. This will include comparing costs across different projects, undertaking detailed benchmarking analysis to inform and support our assessments, and helping to set appropriate incentives on project developers to manage their costs efficiently.
  • Creative but also robust analysis of complex information that supports policy and decision-making.
  • The ability to quickly review and draw conclusions from detailed cost and technical submissions.
  • Presentation of analysis and consequential clear and concise policy/decision proposals to senior managers and external stakeholders.
  • Produce internal management papers, external reports, consultations and impact assessments.
  • Lead assessment of two or more large (>£100m) infrastructure projects at any time. This will involve project planning, analysis of issues, management of external consultants and their contracts, and management of work packages allocated to other team members.
  • Project plans and other project documentation (eg reports, risk/issues logs)

Key Outputs and Deliverables

  • Accountable to Offshore Transmission Owner (OFTO), Interconnector and Large Onshore Transmission Infrastructure (LOTI) teams for delivering cost valuations of transmission assets at the agreed time for each project.
  • Accountable to other teams for providing numerical/cost analysis as and when required.
  • Budget accountability if managing an external contractor, professional development lead for two or more members of staff, depending on specific role and experience of the successful candidate, as well as responsible for task managing other team members’ work and line management responsibilities.
