Overview:
Assists in gathering and analyzing information for defining requirements, specifications and designs to support the development of new or existing applications to solve basic to moderately complex problems or enhancements. Completes day-to-day support activities and special projects.

Primary Responsibilities:

• Complete basic to moderate complexity systems analysis, design and development. Assist the client in addressing daily problems/issues of small to medium scope. Determine feasible solutions and make recommendations.
• Use skills and available resources to develop clear and complete technical and functional specifications for small to medium scope efforts, to be reviewed by a more senior team member. Update systems documentation.
• Participate with other Development, operations and Technology staff, as appropriate, in systems and integrated testing. Prepare test data and execute detailed test plans. Complete any required debugging.
• Evaluate and understand somewhat complex interrelationships and effects among programs and interfacing applications.
• Prepare assessments and task plans to include required tasks, estimated time frames and effort for small to medium scope assignments, to be reviewed by a more senior team member.
• Confer with clients and more senior team members to gain an understanding of necessary systems changes. Provide consultation services to clients, technicians and Bank departments on basic to intricate functions of supported applications, which may include the review of system capabilities, operational procedures, forms, marketing materials and/or cost analysis.
• May project manage small scope efforts, under guidance of more experienced personnel.
• Follow development standards and procedures.
• Understand and adhere to the Company’s risk and regulatory standards, policies and controls in accordance with the Company’s Risk Appetite. Identify risk-related issues needing escalation to management.
• Promote an environment that supports belonging and reflects the M&T Bank brand.
• Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.
• Complete other related duties as assigned

Scope of Responsibilities:
The position works under the general direction of a more experienced team member and supervision of the Technology Team Lead. The jobholder is competent in most phases of systems analysis, design and development to work independently and requires general direction for the balance of the activities. The position has no supervisory responsibilities, but may assist and help train less experienced staff. The jobholder interacts with other technology personnel and clients.
Education and Experience Required:
Minimum of an Associate’s degree and 2 years’ systems analysis/application development experience, or in lieu of a degree, a combined minimum of 4 years’ higher education and/or work experience including a minimum of 3 years’ systems analysis/application development experience Mainframe experience (TSO, ISPF)
Education and Experience Preferred:
Working knowledge of JCL
1-2 years COBOL Programming experience
1-2 years EZT Programming experience
