Description:
OPEN Data Jobs seeks a highly experienced Senior Software Engineer to play a key role in the modernization of the Defense Contract Management Agency (DCMA) Mechanization of Contract Administration Services (MOCAS) system. This position focuses on developing and implementing advanced solutions for automated COBOL/Assembler-to-Java code translation, ensuring seamless integration with relational databases, cloud environments, and AI/ML-powered tools.
In this role, you will collaborate with government subject matter experts (SMEs), architects, and engineers to analyze, optimize, and modernize legacy code structures. You will be instrumental in aligning the modernization efforts with DoD digital transformation initiatives, ensuring compliance with cybersecurity and enterprise support standards.

EXPERIENCE
10+ years in application development, including modernization of legacy mainframe-based systems.
TECHNICAL SKILLS
- Expertise in Java, HTML, .NET, AngularJS, JavaScript, SOAP, REST APIs, Web-Based APIs, and mobile development.
- Experience with COBOL-to-Java modernization in federal agencies (DoD preferred) or financial sector mainframe systems.
- Proficiency in hierarchical and relational databases.
- Experience with full-stack development, Agile methodologies, and AI/ML implementation.
EDUCATION AND TRAINING
BS in Computer Science, Information Systems, Engineering, or a related field.
Responsibilities:
- Develop and implement solutions supporting the automated translation of MOCAS COBOL/Assembler code to Java.
- Work with government SMEs to analyze, optimize, and modernize legacy code structures.
- Ensure functional integration of translated code with relational databases and cloud environments.
- Utilize AI/ML-powered tools for code translation and process automation.
- Collaborate with architects and engineers to align modernization efforts with DoD digital transformation initiatives.
- Maintain compliance with cybersecurity and enterprise support standards outlined in the PWS.
