OVERVIEW

We are seeking a skilled Application Programmer to join our dynamic development team. The ideal candidate will be responsible for sustaining and maintaining DoD business applications providing enhancements, technical support services, innovative solutions, upgrades, i.e., modification, replacement of end-of-life software, new and updated data feed, integration support and functional change as necessary to sustain the economic efficiency maximization of the applications. The successful applicant will contribute to the development of innovative solutions that meet our clients’ needs.
Position is hybrid position - majority from home (or Fairfax, VA office) with frequent customer visits to Ft Belvoir, VA.

QUALIFICATIONS

  • Active DoD Secret Clearance
  • BS or BA in relevant STEM field
  • Ten (10) years relevant experience in C# programming language
  • Five (5) years relevant experience for senior level.
  • Two (2) years of relevant experience for basic level
  • Experience with data set ETL and database programming/administration

Required Certifications:

  • DoDD-8570 IAT II (Security+, CCNA-Security, CySA+, or CND)
  • Programming Competencies (CIW Advanced HTML5 & CSS3 Specialist, MS C#, and/or MS .NET)

Desired:

  • Understanding of Azure platforms is a plus, MS Azure Certification preferred.
  • 3+ years of experience within DoD applications development and IT operational environments
  • Experience with web services development and integration.
  • Familiarity with CI/CD methodologies for efficient software delivery.
  • Knowledge of VPN technologies for secure remote access solutions.
  • Experience in application vulnerability management practices is desirable.
  • Strong problem-solving skills and attention to detail.
  • Ability to work collaboratively in a team environment while also being self-motivated.

Responsibilities
  • Support a development plan describing the development methodology method, design and implement enhancements.
  • Work on defect/bug fixes as they are detected and prioritized.
  • Review and assess the applications for all upgrades (software), i.e., modification, replacement, end-of-life, etc., provide recommendations for replacing software.
  • Collaborate and work with the client’s Information Assurance (IA) and other designated Cybersecurity Teams concerning Web-Inspect scans, Security Technical Implementation Guides (STIGs), Information Assurance Vulnerability Alerts (IAVAs) and Risk Management Framework requirements pertaining to the test, development and production environment per DoD policies.
  • Develop and maintain a Register Product Backlog and create supporting User and Enabler Stories.
  • Provide business analysis and requirements analysis support for the systems.
  • Develop a clear and high-level System Requirement Document (SRD) that translates functional requirements into performance-based requirements.
  • Collaborate and work with Product Owners (representing functional/ stakeholder/ customers to identify the requirements for review and approval.
  • Attend monthly Interim Progress Review (IPR) and provide status on requirement updates and provide agenda and minutes for this monthly meeting.
  • Develop and maintain an overall metric tracking plan that identifies technical and functional metrics used across the applications. Display how metrics align to requirement areas, such as cybersecurity, access control, and functional Industrial Base surge tracking, and how they support the overall program objectives (supplier reliance, surge NIINs, and long-term contract effectiveness).
  • Identify the frequency of data collection, ingest, extract data file for reporting for metric on (daily, weekly, monthly, as necessary).
  • Create and maintain all program documents and implementation documents as required, i.e., standard operating procedures, risk documents, design, etc., for sustainment and development.
  • Collaborate and work with the appropriate client team on the test, development and production environments for infrastructure support.
  • Collaborate and work with the client Engineer/Architecture Team on the Business Enterprise Architecture DoD CIO Integrated Business Framework Data alignment Portal (IBF-DAP) for application data. Attend all required training pertaining to the IBF-DAP to gain knowledge and access to IBF-DAP tool.
  • Meet the DoD Section 508 Compliance requirements.
  • Develop and maintain a training program for stakeholders on the applications. Provide training materials and training through client designated virtual communications tools and/or on-site as needed, to the following areas: Richmond, VA, Columbus OH, Philadelphia, PA, and DLA HQ Fort Belvoir, VA.
  • Provide customer support for the applications through the application’s Support Help Desk and DISA Global Service Desk (GSD).
