Our dedicated Cost Management Team at RLB KSA is responsible for seeing a project through from the initial concept stages to completion. Their main task is to break down projects into stages, taking responsibility for monitoring and managing the programme, cost, quality, and risk of each stage of the project. We pride ourselves on the quality of our service to our clients and enjoy long-term relationships with them.
We are a sector-focused business actively operating and delivering within the Commercial, Residential, Education, Data Centre, Mixed Use, Sports, Healthcare, Defence, and Retail sectors. Our Cost Managers work in close contact with clients, advising them on all financial matters, project risks, procurement,t and contract matters using our depth of experience to provide an informed opinion and solutions.
RLB is currently recruiting a Senior Associate / Cost Planning / Cost Management Lead, to join our team in Riyadh, KSA. You will be responsible for leading flagship projects’ cost planning and estimating functions. With accountability for the effective delivery of cost management services through all design stages. With a focus on pre-contract cost management services.

Responsibilities

KEY RESPONSIBILITIES:

  • Establish the structure and format of cost plans / estimates.
  • Develop and implement best practice systems for cost management services.
  • Develop cost planning and estimating procedures.
  • Define measurement standards and align with industry best practice.
  • Lead and produce cost plans / estimates throughout the different design stages in accordance with NRM1 format for the concept design, NRM2 for the detailed design and CESMM for Infrastructure works.
  • Evaluate design options and alternatives.
  • Benchmarking at the various design stages.
  • Monitor the cost implication at each design stage and track cost movement against the budget.
  • Reconcile the variance at each design stage and report on the reasons for variance.
  • Manage value engineering exercises and advise on cost implications.
  • Attend and participate in value engineering workshops.
  • Provide advice into procurement strategies and develop reports on advantages/disadvantages.
  • Lead and prepare and agree the structure of tender documents.
  • Lead and prepare Pre-Tender Estimates.
  • Managing a competitive tender process including managing tender queries.
  • Managing and contributing to structured and documented tender evaluations.
  • Preparation of contract documents and advice on contract conditions.
  • Developing cost reporting formats, procedures and executive board level reports.
  • A track record of working with and managing teams and projects by prioritising workloads and delivering deadlines.

The ideal candidate will demonstrate a positive proactive approach to the role and will be committed to delivering customer service excellence, with good commercial results.

  • Degree qualified in Quantity Surveying.
  • A chartered member of the Royal Institution of Chartered Surveyors – FRICS/MRICS.
  • Excellent communication skills in both written and spoken English and a confident and clear approach to providing advice to others in meetings.
  • Expected minimum of 15 years’ experience post degree qualification.
  • IT proficient; able to analyse and present data to clients utilising cost management software like Cost X (Ross 5D in house software training will be provided).
  • Excellent working knowledge of NRM1, and NRM2.
